    Lateral entry is a welcome decision of the government

    Lateral entry has become an apple of discord since the government has announced for recruitment of experienced people from private sector on the joint secretary level post. It means if a well qualified person has 15 years experience on a higher level post in any private organisation provided that he has domain specialisation and is 40 years old can apply for this post. Cabinet secretary will select the best out of them. Now, IAS lobby, especially, retired is mainly dissenting and showing their anger that how these people can be appointed as their senior officers without passing civil services examinations. Generally, hierarchy in bureaucracy is as follows ascending order :
    Under Secretary> Deputy Secretary> Joint Secretary> Additional Secretary> Secretary.
    It means these two levels of IAS officers will work under a private person.
    Why government has decided to induct direct recruitment of private sector officers. First, we should understand it that lateral entry is not an unprecedented idea. It is the Congress party which brought this idea as a result the then government inducted some domains specialists in government sector as higher level officers. e.g Manmohan was brought by the then P.M Narsimha Rao and he was appointed as Economic Adviser in Industries ministry, Raghu Ram Rajan, former RBI Charirman and M Ahluwalia was appointed as Chairman of planning commission. Present government wants to Induct specialists to improve functioning in bureaucracy. Since an IAS officer takes 15 to 20 years to reach that level and there is a dearth of IAS officers in the country as well, so if these experienced people who have vast experience and specialisation in their respective fields are inducted can help government to chalk out best planning for development of the country.
    It was also advised by Veerappa Moili Committee and V. Ranchandran Committe in 2005 and 2010 respectively that IAS officers should be sent into private sector to learn how to work more efficiently. As it is a well known fact that officers in private sector work more efficiently than in government sector.
    Some political parties are making hue and cry that reservation will come to an end by lateral entry.

    There need to be change and change is the need of the hour. Recently PM Modi went on record that he was not happy with the functioning of officers at the helm of affairs and they are not catching up with his matching thoughts. Probably this has ignited the need for recruiting the high ranking officers of private company to the govt department heads and that proves to be super decision as those performed in private organization always given their best and same is expected from them. Yes this decision may rattle the IAS lobby which has been thriving on inturn promotions and postings and the new move would stop them day dreaming. India needs to recoup from the huge losses suffered during the pandemic and for that fast and sure shot decision makers are required and PM Modi pitching effort need to be appreciated.

    ^ But it may create an internal conflict between both the groups. Those who worked hard and having passed three stages of UPSC examinations got selected as IAS will accept them as their senior officers?

    Recently there was a GD on the privatisation policy of the central government and many members took part in that GD to express their opinions. Whether one is against or for the mass privatisation drive by the government everybody opined that workers in the private sector are more efficient and growth-oriented because in a private sector only the performance of the employee is given importance and not anything else. To qualify for a job in a private organization no such mass recruitment examinations are conducted and neither there are specific entrance tests. Different companies have different recruitment process and there are also companies that conduct some screening test during a recruitment drive in educational institutes.

    The scenario is entirely different in government jobs and the weightage is more on passing certain examinations to get the job. If one clears the exam, there is only one hurdle and that is the interview. Now for the lateral entry one doesn't have to clear exams and I hope personal interviews will be the sole criteria. When the requirement is efficiency there is no point in selecting candidates through the exam and appointing efficient persons according to their domain-experience is sufficient. It is hoped this decision will bear fruitful results and there will be some differences in the ways things are done. There will be some discord among employees who think that examination is the only way out to reach the level of secretaries/joint secretaries but that has to be managed efficiently by the government.

    It is a good move from the government and the people who have good experience in managing the organisation successfully can definitely show good potential in these government jobs also. But the main difference in a private organisation, the seniors will have every authority to see that their juniors will work as required. Otherwise, they will be given authority to take action on the erring employees. Whether such discipline can be enforced in these departments is the question to be understood. The performance of an individual will depend on the jo conditions also.

    The idea behind lateral entry is to bring professional and competent people in the administration who can bring out of the box ideas and new zeal in the existing system. Prima facie, the idea is a good one if executed properly. The selection of people for this will be a crucial factor and if the people selected are through nepotism route and push and pull technique then the scheme will lose its sheen soon. Let us hope that this scheme will bring the required brains in the administration and it is not going to a threat for the existing officers. When IAS are already working under the politicians who do not come to their position from IAS exam then why to resist these direct inductees. One has to work under the hierarchy whatever is established there as per law. Can a postgraduate or PhD or IAS say that he would not work under a less educationally qualified Minister. If not then why that alarm for this lateral induction proposition.
