    That is very correct. When we are thinking of some developmental works we should plan in such a way that there will be multiple benefits derived from that developmental activities.
    ISRO is one of the leading Research and Development Organisation and works on many development works. The missiles they develop will be useful for them to launch the satellites into space orbits. At the same time, the same missiles will be useful for the defence of the country. The same missiles can be used to drop warheads on the enemies. That means the development of a missile will serve two purposes. That is why the government is ready to spend good amounts on developmental activities.
    By having multiple uses, the money spent on developmental activity can be recovered back easily and early so that the next project can be planned without any financial problems to the organisation. Many private organisations also will spend some money on development and they will plan in such a way that the amounts spent can be realised back very quickly.
