Civility based on civilisation is just a construct.
People are nothing but social animals living by the rules of society, which calls itself civic.Civic based on what? Traditions, rules regulations, mannerisms, taught religious and moral values, duties.
All of which is learned behaviour.
This concoction of tough words is what forms a civilized man/woman this is what separates him/her from criminals and those who disobey their duty, don't follow norms of society.
No one can claim to be civic without going through all the conditioning he/she goes through in her/his lifetime.
But ultimately civility is about what your consciousness tells you to do after learning all these learned behaviours of society. Sometimes a criminal can be found at the top rungs of society despite being outwardly polite having so-called social civility but completely corrupt with no moral values. While at other times you can find an IAS officer be the son/daughter at the house of a thief. Because even learned behaviour and learned civility depends on one's consciousness.
We are taught to respect elders, we are taught to be obedient, and speak only when required but at times we need to break all these things and learn civility. That does not make us less civilised.
It is the empathy we have towards others and respect that comes from within which makes us civic and in such scenarios morality and civility often gets interchanged.
For every civilisation, other civilisation looked barbaric and less civil be it Egyptians, Greeks, Romans later Britishers. Whoever rules his/her notions of civility becomes the notions of that civilisation too.
But one should keep in mind it is feelings of empathy one feels towards the other despite gender, caste, age and religion and gives them respect as such decides his/her civility and not the learned behaviours and rules and regulations.
