    Allowing foreign university campuses in India- is it going to be good or bad

    As a sequel and follow up to what was envisioned in the National Educational Policy 2020(NEP 2020),University Grant Commission has just announced the draft norms and guidelines for allowing foreign universities and educational institutions to start campuses in India.
    The notable point here is that there will be autonomy for them including determining the fees and structure. The approval will be fast and for ten years.

    This is something which will bring a paradigm change have immediate and long term impact. It is thus relevant now to discuss whether the influx of foreign universities into our country will augur well or will be detrimental to our nation and our own nation's higher education sector?

    In India, we have a large number of educational institutions like universities, colleges, and schools under Govt as well as private management. So we have got a large capacity to absorb the students and educate them. Unfortunately what is happening is that students are choosing the institutes as per their merit positions and also family financial positions and the result is that in some institutes seats are vacant. In this situation what will be the role of additional capacity in the name of foreign institutes? That is the question that arises in the mind of a normal person.
    We can always justify the foreign institutes telling that their quality is better but who is stopping us to increase the quality of education in our domestic educational institutes?
    I feel that we have to improve our educational system and compete with the foreign ones so that even after they open their schools here they would face stiff competition.

    There are many students in our country who go to foreign countries for their university and higher studies in those countries. A lot of money may be going from India to other countries for this purpose. If some foreign universities are coming and if the quality of education is maintained on par with the best university globally, students may opt for that and many students need not think of going abroad for studies. If some universities come here, the percentage of students going abroad may reduce to some extent.
    But these universities should work under the guidance of UGC and should not violate the rules and regulations enforced by UGC from time to time. There are very good universities in India where the standards are world-class and the demand for them will be always there. If some standard foreign universities are coming, competition will increase and our Indian universities may also try their best to improve the standards.

    Going to abroad for the higher in the foreign universities would amount to a lot of expenses and the aspirants are running to banks for the loans to meet their expenses while living in the abroad. Ultimately paying such loans instalment wise would prove to costly affairs on the part of the families. Alternatively encouraging such reputed foreign universities to our country for the sake of higher educations to the needy students will create a healthy competition between the Indian Universities and the foreign ones and both will take utmost care in improving their qualities. At the same time such education of foreign universities could be pocket friendly to the aspirants.

    Already some differing and disagreeing views and stance have come from a few States like Tamil Nadu and Kerala.
    I am afraid the core issues may get diverted and lead to more political stands. I think the members can spread light on all these points.
