Not all MNCs but some. I also heard about the same. In earlier days these companies are taking some employees and keeping them on the bench. But now they are not offering the letter until otherwise there is an immediate vacancy. Probably recession in some other countries is the reason for the same. Hope the condition will improve and the selected people will get the placement at the earliest. This is in the case of freshers only. But experienced people still get good offers and change their positions.

These things had happened in past also. I remember one of the leading software companies gave appointment letter only after 10-11 months of selection of candidates. This mainly depends on the business environment and economic scenario in the country.
When business is in expanding mode appointments are very fast but when business is stagnant or in the winding up mode than there will not be any appointments in spite of the fact that many students were selected a few months back for certain positions.
There are many factors responsible for this situation like decrease in export, return of corona virus, decrease in manufacturing, worldwide recession etc
Companies and business houses will the monitoring all these factors and accordingly they will be taking decisions for new appointments.
Knowledge is power.

Bhushan, please clarify how many MNCs are not providing the offer letters to the selected candidates. From your post, it seems all MNCs in our country are doing it but the case is not so. When you are posting a thread please state things with details and examples without being too generic so that it becomes clear to the reader.

Yes Almost all MNC's like Infosys, Wipro, Tech Mahindra ,HCL .Some says TCS is releasing few offer letters compared to these companies...
