Is there a way to reduce the intensity of crime in the world?

Many people are doing illegal and inhuman activities across the world and are making money. They are either attached to some underground mafia group or criminal organization. Some of them work under the protection of criminal agencies operating in foreign countries. Many experts opine that poor and unemployed people are generally attracted to these organizations for earning money and supporting their families. It is not that only the poor and unemployed are trapped in this dirt but there are some adventure and thrill-loving people who enter this dark area for fun. Whatever the reasons for people to do bad deeds there are a large number of people who are threats to the society and human race. These people are operating as drug peddlers, doing hawala transactions, engaged in child trafficking, terrorist activities, etc. So a good number of the young workforce engaged in negative and illegal activities.
As per the data compiled by agencies on the internet, there are more than 11 million prisoners in the world, and if we add to it those who are roaming outside and committing crimes the number will simply swell.
The point is that if such a large percentage of the world population is criminal then what is the safety and security of a common citizen who is happy with his meager salary and living a constrained life?
Is there a way to reduce the intensity of crime in the world and make it a good place to live? Is there a solution?

It is noted in the daily newspapers that the crimes in all parts of our country is enhancing day by day. Subsequently the news papers are notifying the news of court verdict. There are chances to believe whether the order of court executed or not. There may be a way to reduce the crimes that is the news papers should publish the news of execution of the court orders that is hanging, prisoned etc., so as to raise a moral fear in the criminals.

If there is a will, there is a way. So anything is possible if we really have the wish. But the politicians and the ruling poeple across the globe never really want to eradicate crime. In fact, they milk it and see that it will grow. If a common man wants it also, they can't do anything. This is the position of this world.
By making the punishment system more robust and punishing the culprit should happen instantly so that people will have a fear for committing wrong things. But once we leave a culprit and allow him/ her to roam freely we can't expect normalcy to be prevailed.
There should be sincerity in the people who have power in their hands and the people in the opposition should also work with them hand in hand so that criminal acts will get reduced. But that is not happening. The people who are supposed to control the activities are encouraging the acts. That is the worst part.

Yes, the crimes can be controlled to the managing level but the condition is that we should not display such items in the TVs and Newspapers so frequently and that, too, in the frequent page . The youngsters are badly influenced with such news items and are prone to resort to such tactics in their dally activities. The frustrating part is that the culprits are sometimes set free due to absence of evidence. In that way, they learn the tricks how they can manage themselves to get themselves free even though they have committed crimes. These types of news should be screened strictly so that it does spread any negative messages in the society.

Though poverty is somehow related to participation in criminal activities the reason must be identified first for a proper solution. Yes, harsh punishment for criminals is a must which works as a deterrent but along with that, it has to be found why someone is committing the crime. Maybe someone is getting pleasure by doing such acts but why it so has to be found and addressed properly. There is a need to study the mindset of criminals and then take remedial measures so that one doesn't develop such mindsets. For example, if it is found that certain acts/incidents witnessed in childhood increase the tendency of a person to indulge in criminal activities later on then measures must be taken to stop such acts/incidents in society so that children won't be witnessing such things.

Punishment of criminals and reform measures must occur simultaneously and we all have a role here. Many times, it will be found that a section of society keeps mum on the illegal activities of some people saying there is not much option for such poor/deprived people other than taking up an illegal business and this is undoubtedly an indulgence. Raising a voice against illegal activities and crimes is important and at the same time, reform is essential. Now, if a criminal after serving her/his term is not reformed properly then there is every chance of repeating the offence. Punishment, reform and a conducive environment for the young ones are a must to reduce the crime rates.

Character coupled with environment and opportunity is what encourages crime or discourages it.

A crime needs a few essential requirements:
    1. Motivation (purpose, need)
    2. Opportunity( lack of surveillance, lonely place, vulnerable victim etc.)
    3. Criminal Urge and morality( It is here the basic character, upbringing etc. comes into play)
    4. Social environment (fear of the law , social stigma etc. education and society's attitude also plays part here).

When a person has the points 3 & 4 inherent or already manifested in a person, the combination of points 1& 2 are only necessary for a crime to be perpetrated by him.
So what the society or community or organisation has to do to prevent crime is not to allow the first two parameters to be facvourable. Opportunity should not be allowed. Suitable vigilance, surveillance and alertness should be put in pace . People should be screened for any contributory factors before taking in. The government and law enforcement agencies should act promptly to catch criminals and getting them exemplary punishment. Media should not be allowed to adulate criminals. Fear of law and punishment should be there in people which should work as deterrent to a great extent.
The present situation of jails becoming more and more luxury stay places and popular governments freeing even hardened criminals on one or other pretext(mostly political favour based) should stop.
There should be moral education from lower classes.
