    The private organized bus services need to be regulated

    The private bus industry is a massive industry. There are too many of them in Tamil Nadu, which operates a number of buses to the neighboring states as well. For example, the KPN brand of private service has many buses to Bangalore and Kerala from Chennai and several parts of Tamil Nadu.

    There are a massive number of buses from Bangalore to Mumbai and other services in other parts of India as well. However, what we should note is that the rates for services keep on changing, and nearer the dates of the festivals like Diwali, Pongal, Holi, and so on, the bus operators charge more than double the normal fare.

    If some limit to these fares is specified and notified by Government authorities of the State Governments, it will help a great deal. The Rs.2500 charged for a trip to Kanyakumari from Chennai on Diwali eve is way too high and has to stop.

    Members who know of such high fares in their States, may provide details and also their views on this.

    It is common in almost all the states in South India and I have know idea about other states. Normally a sleeper AC bus will charge Rs.1200/- from Hyderabad to Kakinada. But during Sankranti festival season they charged Rs,2550/- for the same journey. Make hay while the Sun shines is the concept they follow here. Even in Telangana and Andhra Pradesh, the government buses are charging higher rates.
    Some of the buses may not get filled completely during normal times and to get all the seats filled these operators will be reducing the rates to some extent. To compensate such losses and to make higher profits, the private bus operators are taking such practices. The State governments should control this and as mentioned by the author, they should fix a maximum limit. But they will not do that as they will be getting higher amounts as taxes. The governments also are trying to squeeze maximum possible from the people.

    Generally the transport services provided by government transport department are cheaper and their rates remain same throughout the year.
    But the number of buses available in government sector are not sufficient to take the load of passengers specially during the festival times or rush tines.
    That was the main reason why private transport services were allowed in our country in various states.
    As there is no regulatory framework for the fares of these buses they are sometimes charging very high fare specially during the rush time. Some of them even talk of dynamic fare and say that the last minute fare will be more.
    It is necessary that there should be a cap on the upper limit of the fares between various routes and destinations in our country. The respective RTO offices can take the control of these things in the different states.

    Today my wife is travelling to her native place. It is an overnight journey from Hyderabad. We booked a ticket for an AC sleeper bus operated by a private operator. The ticket cost is Rs,1200/-. But one of my relatives is known to that private operator. He talked to the person concerned and the price collected from us was only Rs.900/-. Like this, the private operators change prices as they like. If there is a vacant seat, just before leaving the place they may offer the tickets for a low price also. Like this, the prices will be changing from time to time. Like government buses. these buses should also have some formula for calculating the prices, I think.

    I will blame the central government and the railways for the present state of affairs.
    Under the Modi led government the Railways have betrayed the common people. The railways which was the trusted resort for common people for long distance travel was turned into a predatory exploiter like system by the BJP led central government.
    NDA government very cleverly even surreptitiously implemented its privatization and divesting agenda first in Railways. It camouflaged this in clever promise and attractive temptation of convenience and comfort. Neo rich urban middle class fell for this and vocally orchestrated support not visualizing the subsequent damaging effects.

    Initially the online reservation system and introduction of more trains in more routes and introducing of economy ac class etc. was felt convenient. That was also a scene of low cost airlines n full swing operation. The railways got a very stiff competition from the LCC airlines. To reduce cost of diesel etc, railways discontinued many trains in many routes. Then came he Covid situation. That was an easy excuse to discontinue maximum number of trains.

    By this time the LCC airlines vanished( I feel there were vested interests to cause this, as even some popular political leaders started commenting about cattle class travelling in plane)) In the meantime railways introduced dynamic pricing, premium trains ,Tatkal tickets, premium tatkal ticket etc. More AC coaches were introduced at tthe expense of sleeper coach accommodation. Various categories of trains introduced. All these were just novel ways to exploit the vulnerable people. With number of affordable train seats drastically reduced and h non-availability of low cost airlines people were left victims for exploitation of railways. In many crowded routes trains were run at odd timing schedules.

    The cancellation and refund rules also became cruel and exploitative. Railways were aiming at profiteering left, right and centre. They sold their air space and floor space to commercial uses gaining further. The exploitation and predatory profit motive came to such a level that railways were thinking to
    lease their platform premises to big corporates to start shoe-shine ventures which were actually livelihoods for poor people.

    It is then the plight of the people to look for alternatives as they have to travel. This situation is naturally exploited by private operators. When the government (railways) which had to come to help common people and protect them exploitation, themselves turn out to be worse exploiters we do not have any right to blame the private operators.

    If I see any black spot on the Modi government, then that is the Railways. It has become a silent instrument helping this government secretly and cleverly exploiting people and fulfilling its privatization and corporatization and disinvestment agenda of Modi government. I am surprised why the opposition politicians , intelligentsia and media who do not spare any opportunity to criticise Modi government failed to notice this exploitation and not even slightly protested or reacted.
    And Lo, the government is interested in leasing trains for tour operators whereby the fare and other parameters will be decided by the private operators. IRCTC which started as an entity for serving good food at affordable rates is now tuned to be another corporate entity interested in only helping speculators profit in stock market. Like that many public sector organs of railways are being turned out as commercial items for stock market dealers.
    The 'service' part is now taken away from Railway and profiting by exploitation to satisfy the stock market is the main aim now.

    It is at this time that w are compelled to remember Lalu Prasad Yadav who literally reduced the train fare and made it more common man friendly, whatever way it was.
    When God himself is cruel, what can be expected from the lower devils?

    Travelling in a private bus appears to be a lucrative business for the private operators. They would see how the commuters are reacting with the higher prices of tickets during the festive seasons. Prior to start, they would see the position of vacant seats and if some seats are vacant, they would announce before the travelling offering them the discounted rates. This is is their daily exercise to generate more income with the luring tactics of the conductors. The same thing is applicable in the government busses as well where the discounted fares go to the pockets of the staffs for their pocket expenses.

    I agree to the views expressed by Venkiteswaran Sir (#769521). The Railway ticket cost has increased a lot in India during the present regime. However, we must remember that just before the present regime, there had been no increase in the railway ticket fare for Sleeper class for almost ten years. This had brought Indian Railways on the brink of financial disaster.

    However, so far as private commercial bus services are concerned, I feel that in North India, the private bus fare is moderate compared to the private bus fare in South Indian states. There may be various reasons behind this. In North India, financially less able people travel by bus. People who are in financially better position, generally hire private taxi. The second reason maybe that the North Indian private buses don't provide good amenities compared to the buses in South Indian states. I have also noted that in private bus services, bus fare can be reduced (in some cases) by bargaining.

    The above comments of mine is based upon my observation. It may or may not be fully correct.
