This is an interesting observation by the author. Yes, it is true that we have to wait for our turn when we visit a doctor's clinic.
In big hospitals, there will be a token system and somebody will be there to tell us when it is our turn to go to doctor and that person will manage the order in the waiting area where patients are sitting. But this facility will not be available in small clinics where the doctor generally runs the show alone or with the help of only one nurse or assistant.
In such a situation it is the duty of all the patients to wait patiently for their turn and should not create any confusion or conflict in the waiting area.
Sometimes if a patient is in a very bad condition and having high fever then other patients can allow him to go to the doctor without turn also. We should have that much humanity in us to help our fellow beings. In all other cases we must maintain our turn and should not create any indiscipline there.
Knowledge is power.

Very interesting post has been raised by the author. We might see the chaotic conditions inside the clinic where the guardians of the patients are making hue and cry to allow his patient to approach the doctor. They would not mind that there are others sitting in the clinic are eligible to visit the doctor because of eligibility due to the number allotted to him. But they would not hear and argue that the doctor is taking unnecessary time in examination of the patients. If that situation exists, conditions of his accompanying patient would further deteriorate. If every patient or guardian behaves in the same way, the atmosphere might be uncomfortable for all. We need to maintain discipline there but at the same time, we must ensure that the needy must be allowed to enter the doctor's chamber forgoing their visit if the situation arises of that sort.

True. This happens many times. When our turn comes, we feel doctor has not given us sufficient time. But when he is speaking to others we feel our time is getting wasted. One should know that everybody will have concern for their own health. So making others hurry is never good for anybody.
A doctor will know how much time he has to spend with the patient based on the illness and its severity. This fact should be remembered by all the patients. If there is any emergency definitely doctor will attend to our patient immediately. Nobody will object for it. One should have patience. Creating problems to fellow patients is never advisable. One should know how he should conduct himself in a clinic or hospital. Sometimes we observe some people jumping the line and going to the doctor immediately. Some doctors send them out but doctors may entertain them. But it is not decent to ignore the line and going direct to the doctor.
