Sujish, welcome to this educational portal. The general guideline about the reproducing content in the same form in internet is that it cannot be done. So the idea is that it should not appear at two places simultaneously. Blog is also connected to internet and many blogs earn revenue through advertisement revenue sharing schemes or indirectly through Google Adsense or similar programs.
If any content appears at two places it is treated as plagiarism even if the author is same. So you cannot publish your blog article anywhere in the internet including ISC.
But you can always rewrite it in a different structure and layout in a different language style and then it would be accepted anywhere.

When you are posting an article in ISC that is already published elsewhere it simply becomes duplicate content which is not allowed on this platform. There is no use in posting duplicate content as it can be easily detected by the advanced algorithms used in search engines. The website allowing duplicate content will lose its reputation and punitive measures can be taken against those websites. I am sure you don't want ISC to earn a bad name. Please refer to Copy right issues to have a better idea.
As the focus is now on Education, post content that deals with education to earn good revenue.

No, you cannot submit the article published at any other site or blog though you are the owner of that site or blog. It would be considered Plagiarism. If you want to publish that article at ISC remove it from other sites. If it is an educational article, you can rewrite that article in your own language and then you can post it here.

No, you are not permitted to copy down contents from any source to be inserted in your article. The same discipline has to be followed here itself though writing for an article, there are some sentences or words which can resemble from already published articles and in that situation would examine whether the author has maintained his originality or has it been copied down.
However the editors would analyse the facts before it is likely to be rejected. However from your end, you must go through the guidelines of ISC platform prior to submission of your article.
