How to stop or divert an unproductive discussion?

Healthy discussions are required for learning and resolution of certain issues or differences. Good discussions are always like progressive tools for any company or organization.
Sometimes we observe that discussion goes byin a wrong direction and people drift away from the main issue and go on discussing without any conclusion or solution or resolving the initially intended problem. It is obvious that such discussions are of no use and it is only wastage of time and energy of the people which otherwise could have gone for some productive output.
How can we avoid such discussions or drive them back to the main issue? What will be the role of the person who is chairing or moderating the discussion? What would be your efforts in that case if you are one of the participating members? Please share your ideas and views.

The best way is to withdraw ourselves from such discussions. Some discussions will happen for the sake of having a discussion. Really nobody is interested in the outcome of the discussion. I attended many meetings as a top executive of a corporate and I have seen many times discussions which are not really worthy.
The decisions will be taken well before the discussion and the discussion will go in as predecided and the outcome also will be as predecided only. Such discussions will happen as a part of procedures for the approval of concerned boards and committees.
If the discussion is not happening in the way it has to happen and people are beating around the bush, it is better to bring back the discussions onto the rails, if we have that authority or efficiency. Otherwise, we may have to sit silent or leave the place.
