This sight is common in many places in our country and there must be many reasons behind that. What I understand is that these vehicles are abandoned vehicles. It may be possible that the owner might have shifted to some other place or may be to some foreign country and moving the vehicle was not so important an affair for him. It is also possible that vehicle is very old and required some re-registration formalities and that is a cumbersome or undesired process. Another thing is if the vehicle was used in some crime action then also the owner will not come and take it because of obvious reasons. Sometimes the local administration announces that all the vehicles which are found parked in public places for a long time will be removed by them and then they remove these unclaimed vehicles.
The vehicles parked near the police station are those vehicles which are siezed by the police may be after some accident or some crime scene. They don't dispose these items immediately because if the case goes in favour of the owner then they may have to return the vehicle to him. Generally, police case goes for a long time and by the time the item becomes useless or rusted. It is common in government department that the disposal process takes a long time.

If any vehicle is parked near our house and nobody is taking it away, we should inform the same to police so that they will take the vehicle and investigate the ownership of the vehicle. There were reports about keeping some illegal material like explosives or sedatives etc in the vehicle and parking it somewhere is a plan for some criminals. When nobody is noticing they will try to shift the material from one vehicle to another vehicle.
Coming to the vehicles on the campus of the police station may be seized vehicles and unclaimed vehicles. One of my relatives was staying in my neighbour's house for rent and he purchased a two-wheeler when he was there. Afterwards, he shifted from Hyderabad and his vehicle was taken away by his brother-in-law who stays in Bangalore. This man kept the vehicle on the roadside and went out of the station. By the time he came back, the vehicle was not there. He has no proof of ownership of that vehicle and the registration is AP registration, it is seized by Karnataka police in Bangalore. It was lying in the police station for many days. Like this, there may be many vehicles in police stations.

We have different sets of people in every areas and we can see happenings of different activities of the antisocial elements which we normally overlook. They would use some two wheelers for criminal activities and once they perform such an irresponsible act, they might leave the vehicle on public place ultimately seized by the police. This vehicle remain under the police station for long periods of time and ultimately they would call it for auction from the public after all the formalities between court and police.
This might happen that the police might not get the prospective customers due to bad conditions of such wheelers to the extent of the same severely rusted. However the bad elements using such vehicles remain clueless before the eyes of the police.
