Generation of Senior Citizen Card launched by the Government of India

I had the following question :

I am a senior citizen of India. And very recently Senior Citizen Card has been launched in India for the benefit of Senior Indian Citizens. I am at present a resident of West Bengal and I have not been able to make this card as yet. I have the following questions in this regard :
    (1) Shuld I go for State lavel card or National level card?
    (2) All the documents required, i.e., Age Proof, Residential Proof and Identity Proof etc. can be scanned and sent to the email of the Card making authority. But if I go for National Level Card, how can I send my passport size photograph?
    (3) What is the procedure to apply for this card so that I can have this card at my hand at the earliest.
    (4) Please mention proper videography, so that I can have a clear concept on this card generation.

I had put the above question in 'Ask Expert' section, as I had done before many times as a Gold member. But this section, I think, does no more exist.

I was directed to put the question in the 'Knowledge Center' and I did so. But only one and half sentence of my question was published and the rest were curtailed.
So what is the solution, so that I can get my question published properly and have a proper answer?

In Knowledge Center the topics or questions are restricted to a small sentence. You can frame your question in a short sentence and submit there and I believe that active members there will definitely answer your question in details.
For example you can ask in knowledge centre like -
What is the detailed process for getting senior citizen card?

Meanwhile, some members active in forum section and having knowledge about it would surely help by responding here.

    Knowledge is power.

Senior Citizens Card is, as per the information available, issued by the respective state of which the applicant is a permanent resident. It is issued by the Social Welfare Department. Please visit the official website of your state (In your case, check for Senior Citizens Card, West Bengal) for further details. You can apply online and submit scanned copies of all the required documents or can visit the Tahsildar's office in your area to get an application form which has to be filled in and submitted along with the supporting documents.

In Hyderabad, the Telangana government started a website called https://asara.ghmc.gov.in/. This website is created by Greater Hyderabad Municipal Corporation (GHMC) to assist senior citizens. They are issuing senior citizen ID cards also. Interested can get the same by submitting the application form only line and attaching the scanned copies of the required certificates. Age Proof, Address proof and PAN card are important documents to be attached. In addition to that two photos are also to be attached.

But I am not able to understand the specific use of that card. All banks and post offices are giving Senior Citizens rate of interest for their deposits if we submit our age proof. All other benefits also we are able to manage with the PAN Card. I am not feeling the necessity of this.
