Intelligence, perseverance, creative thinking ability, etc. are called cognitive abilities. The cognitive abilities of a person may improve if he is mentally sound and strong. A person having higher cognitive abilities can make innovations and implement them. They will think out of the box and bring in new answers to the existing problems. This mental ability will come from a strong foundation of education. People with higher emotional intelligence may not develop these abilities.
People who think about the issue more than the individuals involved may have better cognitive abilities. So analytical skills and reasoning are to be taught to the students in education so that their abilities will improve further. There are people who think before talking. They analyse the issue properly and then only come out with a proper solution. Such people will never make unnecessary arguments either. Definitely, these abilities will develop if the students are properly taught and guided, I feel.

Education is a great enabler for acquiring cognitive abilities in a person. To that extent educational institutions are doing a good job. But for the fine tuning of these cognitive abilities and making rational decisions there is more to be done. Some of these things are acquiring public speaking skills, acquiring more and more knowledge, continuous learning, and sharpening of one's mental faculties in a sustained pace.
Good levels of cognitive abilities enhance the personality of a person and one gets all the advantages in developing and progressing ahead in career as well as in the society.

Yes, I fully agree with the author that developing cognitive abilities and rational thinking are crucial skills in the educational system. These skills help the students to understand the problems and also help them to find the proper solution.
