I tried to find answer to your query from various sources. After exploring these sources, I must say that there is no hard and fast rule in this regard. However, more than three and generally around eight pairs participate in inter-school badminton doubles championships. But this may go even upto twelve pairs. The structure of the tournament depends upon the number of pairs participating in the tournament.
