    Framing guidelines is not enough

    To curb ragging in institutions, the University Grants Commission has framed strict guidelines. Now it is mandatory for the students taking admission to any college/university to affix a signature on the undertaking about the laws and punishments related to ragging. This must have helped to curb ragging to some extent but from time to time we see reports of ragging coming from renowned institutes in our country. I was perturbed when it was reported that UGC guidelines on anti-ragging were not followed by a renowned university in Kolkata which came to light after a student reportedly committed suicide a couple of months ago inside the university hostel compound. Surprisingly, the university has a Grade A in NAAC. The intention is not to find out why ragging still takes place but rather the role of UGC. When someone/a statutory body is framing some guidelines, the body must pay attention from time to time to whether those guidelines are strictly followed. It can be like a monitoring cell that will work round the clock throughout the country. If guidelines are not strictly followed then it must impact the college/university's overall ranking.

    After all, if the environment is not conducive for learning is there any point in providing good grades just because of the quality of teaching/scores of the students?

    This is a thought provoking post by the author and it raises serious question about the guidelines and their implementations in the educational institutions.
    Guidelines are made by the statutory and apex bodies like UGC, AICTE etc but implementation is to be done at the grass root level that is at the educational institutions. The head of the institution or the regional educational head in the area can always take actions based on those guidelines. If they are not taking actions then it could be either due to the lack of power given to them or some local political problem or any other hindrance that is coming in their way for not implementing those guidelines in their area of jurisdiction.
    Not only in the educational segment but these things are happening in other areas also and we are seeing differences between the guidelines and their implementations. There could be various reasons for that but ultimately the main thing which comes in our mind is that there is some lack of governance at each level in our country due to which some evil and miscreant elements are taking advantage of the situation and are doing wrong deeds and escaping out of the clutch of authorities.

    That is true. The enforcement authorities should take serious action on the erring students. Then only there will be a fear in the minds of the students and they will never make a foul play. Unfortunately, our system enforcing authorities are not serious and they take a lenient way towards the erring students. That is what exactly causing all these problems. They ignore small issues and they will wake up only when a big issue arises.
    Compared to earlier days, we see a reduction in ragging problems in colleges. Many colleges are trying to see that nothing will happen on the campus.
    The parents should see that their children will not go for such illegal acts as ragging so that nobody will be at a loss because of their children. Teachers should also try to explain the ill effects of ragging and they should advise their students not to indulge in ragging etc. Ragging should not go beyond a certain limit, If it exceeds the limits we have to hear i

    Whatever the author has posted is enough to expose the truth happening in most of the institutions. After all, the parents/ guardians would like to see their children safe inside the college campus and the education system follows next.
    Though the guidelines has been formulated by the UGC, but the implementation part is poor and the net result is that the lives of students are unsafe and at any point of time, a turbulence might erupt in inside the college campus resulting in the cases of suicides. Raging should not take place to this form endangering the lives of the children.

    The author is right. Mere framing rules and regulations etc., in any field is not enough and become futile till it promulgated practically.
    Framing a rule for two wheeler driving persons to wear helmet is good only but useless one if the authorities catching the erring persons.
    Framing rule to prevent illicit drugs at shops near schools/Colleges is good but the serious steps to be taken to observe and prevent.
    Penalizing the culprits in the courts with severe punishments even hanging punishments and the same have been published in newspapers but the effect of executing of the order is not coming in the newspapers. Unless such executions are coming in the newspapers only the culprits aware about the severity in the crime.
