How many years is the gap? In which year do you study your first year? As far as my knowledge goes for completing UG you will be given a maximum of 6 years from the date of your joining in that course, taking that UG is of 3 years duration. If it is more than six years, I think you will not be allowed to start from where you stopped. There are many changes in the subjects and syllabus. So you may have to take a fresh admission into the first year of the course and you have to complete the course. You can do your UG in distance mode or even in IGNOU. You need not join a regular college. So I suggest you join an open university or distance mode of education.

From your statement, it is not clear the period of gap of your studies. If the summation of the gap and your continuation of studies is not exceeding beyond six years, you may meet the Principal of your college with your valid reasons for the discontinuation of your course.
If you had any medical conditions that affected your study plan, you need to secure a certificate of the registered medical practitioner stating the reason for the break. This needs to be produced before him for the reconsideration of your case.
Otherwise, you have to start your studies afresh with a distance course but that should be recognised one through the UGC such as the IGNOU, Manipal university of distance education, Karnataka Open University etc.
However, I would suggest you to go in for IGNOU since this university provides its course materials which will suffice your study requirements. Moreover, they would provide you a session of doubt removal pertaining to your subjects under the guidance of the competent faculties which will prove to be extremely helpful to you.

If you are able to get back admission in the college as per the rules and regulations there then that would be the ideal thing to restart your studies sincerely and concentrate and focus for achieving your goals. Please note that no amount of motivation or encouragement will do any good untill and unless you yourself are ready to undertake the desired hard work to achieve the success.
If you are not getting admission in that Govt college then there are other avenues for pursuing the studies and there are many distance education institutes (like IGNOU) in our country from where one can get a UG degree. But remember that getting a degree will not suffice for making a career untill one gathers some skills in the relevant area.
If you have interest in computer and software field then after doing your UG course you can learn computer programming or related skills by joining online courses in agencies like Coursera, Google Garage, Udemy, edX, Skillshare, etc and gain practical knowledge.
In today's scenario there is no direct connection between a degree and a career and it is done through acquiring skills and upgrading them continuously. That route only helps a person to carve a career path. Now a days many colleges are allowing the students to resume their studies after a gap but they don't give admission to them as regular student but will ask them to appear as private candidates or maybe in online mode. You can enquire the university with which your college is affiliated to get more clarity in the matter.
Otherwise also nowadays online education is so convenient and popular and there is no difference in acquiring a degree in offline or online mode.
As regards the area of computer science there is tremendous scope in the sense that one can learn programming languages, one can undertake short courses in areas like animation, artificial intelligence, robotics, cloud computing, etc. Industry is needing skill based people today and these courses help in attaining that.
