    Outsourcing teaching posts in government institutions. What are your views?

    Last week I visited the Chemistry department at a state university. I was told that some specialisations are closed due to non-availability of teaching staff. The same is the situation in many government schools and colleges. Especially state governments are not filling up the teaching staff vacancies in schools, colleges and universities. That is making students to go to private colleges. Middle-class and poor people are not able to go to good private colleges as the fees are very high in those institutions.

    If the governments are not able to pay the salaries, instead of keeping posts vacant why can't they think of outsourcing these posts? Many qualified people are looking for jobs. Such candidates may show their readiness to work with even lower salaries. We all know that private institutions offer lower salaries.

    I would like to know the views of the members on this issue.

    In some colleges there are guest lecturers for some specific subjects. It is prevailing even now. This is one way good to the students as they can get teachings with practical knowledge along with the theoretical. Even during 1977 we had guest lecturers for Auditing, Income Tax, Law, Costing subjects through chartered accountants and advocates.
    Till last month there are teachers outsourced in schools also. Presently there is an order from Tamil Nadu Government as not to engage outsourced teachers and assurance given to offer new recruited teachers to the needy schools .
    But is good to offer services to the able persons to handle classes in private as well government institutions as there are chances to the able teachers to quest their teaching thirst. They can given hourly payments rather than monthly fixed salary.

    In Govt colleges appointment of teachers is a long process and till that time the post remains vacant. The students suffer because of this and their learning process is affected. If Govt wants it can post a qualified person on temporary capacity till a permanent person is selected and posted and this way the students career will not be harmed.
    Govt can even outsource the teachers but whether it is proceduraly possible or not is to be seen. There are some rules that Govt cannot appoint a person in temporary capacity for a long time.

    Thoughts exchanged is knowledge gained.

    While going through the daily newspapers many times I found that there are many Government schools, colleges, and institutions where there is shortage of teachers and students are suffering because of that. In such a situation what is stopping government to recruit teachers on a temporary basis or outsource from an agency for a short time is not understood.
    In private institutions it is very easy to hire and fire people at quick noticed and possibly in Government system the rules and regulations doesn't permit that type of administration.
    Outsourcing is the only way in such an acute situations and Government has to find a way to do it within the existing frame work of rules and regulations.
    Today many parents who can afford to pay high fees and expenses of the child are choosing reputed private educational institutes for getting uninterrupted study experience for the child.

    Knowledge is power.

    In Madhya Pradesh, the government hire guest faculties to provide lectures if the post is vacant. The system of hiring guest faculties is applied in schools and colleges. Govt pays a salary according to the lectures taken by a lecturer or professor in a particular month.
    Honesty is the best policy.
