    Know how to submit public grievances online

    Nowadays people have become very conscious. They are fully aware of their rights. They generally ask questions and demand explanations from the Government departments and offices if they feel they have some grievances.

    This is a welcome development and contrary to the views of many, Government actually welcome this as a good practice for citizen-centric governance. Presently facilities have been developed to lodge public grievances complaints online. I am giving a broad outline of lodging public grievances online. The members of ISC may get benefitted from this in future.

    Any person can file grievances against any of the the Central Government Ministries, Departments and State Governments' Departments or offices by filling up the online application form. This service is provided by the Portal for Public Grievances (https://pgportal.gov.in/) under the Central Government Department of Administrative Reforms and Public Grievances. The aggrieved person is required to select the Central Government Ministry/Department or the State Government Department's name and other relevant information. Details such as name, contact details, grievance description, etc. are also required. There is also a provision for uploading supportive documents.

    The Department/office is duty-bound to respond within 30 days of the receipt of the complaint. If the aggrieved person is not happy with the reply, he/she may go for appeal. If the Department responds very late or the response is unsatisfactory, there is also provision of monitoring and review by the Department of Administrative Reforms and Public Grievances (nodal Ministry).

    Finally, I would like to state that this service is entirely free of cost (unlike RTI). If an aggrieved person wants to get reply/action in respect of his/her grievances quickly, I would advise to submit the grievances to the appropriate Ministry/Department/office, otherwise such grievances will get transferred from one department to other department and the action will be delayed.

    This is a very good service for the common people and they can lodge complaint or ask clarification about an issue if they are not satisfied with their work done by any government agency. This step is indeed made for making the government more transparent to the people. Whenever one lodges a grievance in this portal then one will be getting some answer from authorities concerned. That itself is a great thing because earlier people were going to the offices and were ask to go from one table to another and a lot of time wasted in that. In fact there was no one responsible to give an answer when one went to the office concerned and the people working there gave all types of excuses and confused the person.
    Knowledge is power.

    I am not aware of this and a really good step taken by the Central government. Many people are suffering due to various reasons to get their work done in government offices. Some officers may be indulging in illegal practices and making the common man suffer. Such a person can approach the government through this portal. This is very useful information from the author and thanks for the same.
    We feel annoyed if there is no proper response to the grievance we submit to authorities. Keeping this in mind the government kept the option of monitoring by by the Department of Administrative Reforms and Public Grievances (nodal Ministry). This will make the concerned departments to be more responsible, I feel.
    I want to know whether the grievance should be about the work not done or about a particular officer. Anyhow, this will be a good alternative to RTI, I feel.

    This appears a good scheme for the welfare of the common people. The present Government is doing a great work to help the common people through digital channels and grievance redressal is one of them. I remember a few years back Government asked banks to open common men account in their branches so that even the poor people have an account. After that Government directly deposited their benefits to their respective accounts without the need of any middle agency or office. The subsidies were also provided to the poor and common people directly. There are many other things done by Government through digital channels and that is making the system more and more transparent.
    We all should take advantage of these facilities and do our personal work related to these websites without visiting the Government offices.

    Thoughts exchanged is knowledge gained.

    A couple of days ago, I had submitted a grievance complaint in the pgportal.gov.in portal. It was about the cheating done by a vendor whom I had dealt with in an Exhibition Sales conducted by a reputed group.
    Though it was not against any government department, it had elements of public grievance also .Hence I had posted the complaint in the Ministry of Commerce section. Apart from the computerized number, I am yet to hear anything on that.
    I wanted the Exhibition Sales facilitator to enable completion of order deal or to return the money with interest. But the exhibition Sales facilitator did not help and cited not liable. This can have effect on vulnerable and naïve general public also. Hence I sent the complaint.
    Let us se how it turns out.

    To be frank, I do not have much hope, but I have seen many testimonials about the positivity of pgportal. Let us wait and see.
