    Only bottom up economic changes can save society

    In Tamil Nadu, every single family in the huge metropolis of Chennai has ab average income of around Rs28000 and most live in their own houses in the outskirts of the cities or even villages spread over a radius of 65 kilometers on all the four sides, including the one side that the sea is there in a big way. Every single fellow is at least a twelth standard passed person.Very few construction workers, mostly uprooted from their farming labour work for some reason or the other, also earn a family income of at least six hundred rupees as both husband and wife are employed.

    Every single child gets to study at least in Govt schools. Govt medical care is among the best in India and the town bus travel is free for women. There are an estimated six hundred thousand women employed in hundreds of self-help groups. Or they are self-employed. This but here and sell there kind of arrangement is a fabulous success because women sell everything by travelling to neighbouring places.

    There is a massive economy of the poor by the poor and for the poor. For example, in hundreds of villages and idli may still cost Rs4 or Rs5 in so many small shops. The poor have their own coping mechanisms.

    It is impossible to see absolute poverty anywhere. Every family has a diploma holder or a technically trained person and the massive service sector also supports huge self-employment.

    All this is possible only because there is a massive emphasis on a bottom up economic model. However, big time investments in IT areas now coming to small towns like Salem Villupuram and so on. Hence, the GDP growth is the second highest in India.

    Tamil Nadu has had the basics right. Yes. There are pitfalls and corruption as well. But corruption is an all-India menace as we, the people are also part of it. The Tamil Nadu model is worth advanced research.

    If only a bottom-up economic approach can save society, then why don't eminent economists still discard the trickle-down approach?

    The trickle down approach has been very badly criticized by hundreds of economists. Everyone knows for example, that farmers are forced to handover their lands to the rich industrialists for a pittance, when they should be paid market rates. Today, there is a huge international airport coming up in Chennai. The farmers who were given three times the market value have all signed on the dotted line. Those who had encroached the lands and do not have valid documents are fighting for compensation. They are not eligible for compensation anyway. The matter will be soon decided in the courts.

    In Jharkhand a famous industrialist, very close to the ruling party at the Center had his way and the farmers were made to hand over their lands, in spite of protests. So, the so-called trickle down theory has too many demerits. Kindly read up any economic article in the Economic and Political weekly. You can see hundreds of articles.

    In many states the state governments are doing well by trying to uplift the financial conditions of the poor people or poor farmers or labourers. I do not think that Tamilnadu only is doing such practices.
    There are many central Govt schemes as well as state which are creating employment for many people. There is free ration provisioning also. Wherever there is good management and low corruption these things work nicely. In some states where proper order and management is not there we see a bad situation.
    Some states might be doing better in these aspects and no doubt Tamilnadu is one of them.

    For any successful bottom-up economic approach there should be a good regime and governance in any state or country. We have to uplift the poor and needy and for it, whatever a government can do, it should do.
    When the people at the helm of affairs are honest and want to do something good for the poor people then chances of getting it successful are more. The corruption and ill practices in the system would affect this supposition but if the top administration is serious and sincere then it can be done without fail.
    How much Tamilnadu state is ahead of others in this matter may be a question of debate but the point is that all the states have a responsibility for the upliftment of poor and destitute in our country.

    If the governments are really honest, definitely what the author proposed may work out. However many governments of Southern States are not interested in helping the poor and the downtrodden. In the name of freebies to the poor, the people in power are making good amounts and helping their friends and relatives to become rich. Not only elected representatives but also government employees who are in top positions are responsible for this present state of affairs.
    Trickel down economy is also good if the rich man brings the money into circulation and spends it. For example a rich man starts a business with the money he has he can create employment for some people so that they will also become better and can lead their approach.
    As far as I am concerned whatever may be the policy, the ultimate is to see that the country will progress and all its citizens will have fair chances to earn and live peacefully.

    Uplftment of the common - man is possible provided the state government, too, takes sincere steps to eliminate the poverty of poor masses. The author hashighlighted the achievement of Tamilnadu in the sense that a concrete plan has been made for the benefit of the poor.
    Sincerity alone in the implementation of fruitful planning can yield results in a positive direction.
    Distribution of freebies is not the solution since they become lazy ultimately and instead of any step taken for the betterment of education and health will produce a miracle result. The same is not only applicable for Tamilnadu alone but the same is applicable to other states as well.
