20k-30k!!! That's absurd. It seems to be like a bribe. I'm not sure, but I think some nominal fee may be there as processing charges for the Transfer Certificate, but surely it should not run into such large figures.
I checked out the Telangana Education Board website and it mentioned an online facility to get a TC, but that was for last year (see https://osdes.sbtet.telangana.gov.in/studenttransfer/). - I do not know if this contact would be useful for you since it seems to be related to the Technical Education Dept. but do try and in case it is not applicable to your TC, you can nevertheless politely request to know whom you should contact and report about the college refusing the TC when you have cleared all the fees. Otherwise, note the below suggestions.

Also, ask about the necessity of the NOC from the college where you are seeking admission - whether that is also mandatory in order to get the TC. If you still do not get answers/guidance on what to do, then go to the higher level, namely, the State Govt.'s Dept. of Higher Education. Since you wish to get admission to a college for the intermediate public exam, send an email to the Commissioner of Intermediate Education (the contacts are given here- https://www.telangana.gov.in/departments/higher-education/)
If all else fails, take up the matter directly with UGC if necessary through their online grievance redressal system- https://samadhaan.ugc.ac.in/Home/Index
I think, not giving you a TC when dues are cleared is against the law, and legal help would be the last resort. Hope you get the issue resolved and you can complete your education. Education is your right.

As per my understanding there are no such huge charges for issuance of TC. Either it is free or some colleges might be leaving a nominal amount for it.
What are the dues you are referring? Have you not paid the fees and other charges for the academic year during which you completed your class XI? If it is so then they have a valid point in stopping the issue of TC.
You will have to meet higher authorities for resolution of the issue because at the college level it is not be possible for you to get the TC in the normal way.
Thoughts exchanged is knowledge gained.

Private schools and colleges charge huge amount for everything. A Government school or college charges only Rs. 25/- to Rs. 50/- for issue of a Transfer Certificate (TC), whereas a non-descript private higher secondary school is demanding Rs. 20,000/- for this! As the matter does not come under the purview of UGC (as this is not a full-fledged college), I advise you to lodge a formal complaint before your state education board. If no action is taken, you may further escalate.
However, most of the students or their guardians don't want to waste their time or money on such matters. As a result, such private institutions carry on their nefarious activities.

Is your school a registered school and does it have a registration number? You might have attended the examination as a private candidate if it is not a registered school. Just check it and get the confirmation. If you are a private candidate as far as my knowledge goes you don't require any TC from the school. I suggest you visit the Board of Secondary Education, Telangana and discuss with the concerned. Generally, people in that office are very helpful and suggest the best possible way to get TC. These people can even cancel the registration of such schools if you give them proper information and tell them the issue correctly.
In which school you did your 10th class? Did that school give you TC? Already you say that you have written 11th grade examination. That means you have competed one year after the 10th. So by again joining in intermediate are you not losing one year as you have to study 2 years Intermediate.

According to my experience the college or school just needs a no due certificate signed by the school authority to provide you all the needed documents like TC. I have never paid a single rupee for such documents in my life, so for me this is absolutely unbelievable. I just got the no dues certificate from the school authority and got it signed from the HOD of the various departments like library, labs, etc. It needed to ensure that there isn't anything outstanding from your side to the school or college. Once you clearance from various departments you shouldn't face any problem. It looks like your school is the main culprit here if you don't have any dues. They just don't want you to give TC or there might be some issues because you are in class 11th and registration for 12th board is already done. You can talk to the higher authority of the school if you don't have any dues. In my opinion it is more because of the class 11th and many schools hesitate in providing TC in this standard.

Kriti, please clarify few points- Firstly, are you studying in a College or is it a coaching center or are they separate? Secondly, are you saying about TC from the coaching center or is it from your school? Thirdly, if there are no fees or other dues, please clarify from your school authorities, if they are demanding the money, as to on what basis the demand is being made. If at all you are saying about TC from your school/ college from where you have done your 11th, please follow the steps as advised by members above.
I do feel that your query needs some clarifications so that our members can give dot on guidance.

Since you have stated that you had been a student of a coaching - centre but this institute has the provision of conducting the examination of the Telangana Examination Board and you have appeared the 11th class examination of the Board and you need a TC of your coaching centre.
Since you are not in a position to resolve the issue with your institution asking you to pay any amount between 20,000/- and 30,000/-. This is really a whopping amount and anyone having a rational mind would resist such an illogical claim.
What you can do is to meet the secretary or the in charge of the board to get the matter resolved. Hope, meeting the official can solve your case amicably.

I do not have any idea about Telangana but in M.P, we have to provide TC to a student without any charge, Some times if the counter signature is required, then we charge a minimum of Rs 200-300 for travelling from Rampura to the district place for signing the TC.
As Saji sir mentioned, please clarify all the points to get proper guidance. But I can say that charging so much money for TC is certainly illegal and a bribe.
