Everyone has observed what you have said and we fully endorse your views. There are big differences in the working of Govt and private organisations. In private organisation a customer is like God. It is very important for the company to satisfy the customer fully.
In Govt department a customer is a disturbance. The employee becomes unhappy because customer has disturbed his mobile viewing session.
In private organisation the boss is a competent person who knows everything about the job and knows how to deal with lazy people.
In Govt department the boss may be good or bad but gets work done by a few gullible people who do not fight with him and do not create political difficulties to him. In Govt sector boss also knows many ways of throwing ball in another court.
The culture in Govt departments is traditionally like that though during last decade we are seeing some betterment in their behaviour. But credit for that goes to introduction of digital processes and not to their behaviour.
It is unfortunate that even after getting so much salary and retirement benefits these people are not sensitive to the customer need.

The general perception in public about the Govt servants is like that only. Though we are seeing some improvement in their behaviour but there is more to get improved in this matter.
Govt servants get good salaries and perks but if their behaviour with the general public is not good then it hurts the people and they feel discouraged in going to these employees for any work or help.
Another thing is seriousness of the purpose. When we do a task or work in a casual way then its quality suffers and that is what happens in Govt sector. A lot of Govt money is lost in projects which are taken up in shabby ways.
It is also a fact that some Govt employees are having good behaviour with public and they also help the people but such employees are a few.
Thoughts exchanged is knowledge gained.

Partha, what Ajay Gupta said and what I endorsed is a general view about the Govt employees and their behaviour. There are exceptions everywhere and I well remember the story of Kundu Babu posted by you in forum section and it also had evoked good applause from the members.
Today we see some improvement in the situation as governance is on the improvement path and one thing is sure that if the top people are honest, disciplined, and tough taskmaster then the people below will also improve and their behaviour with common people will also improve.

Many employees in the government sector are very sincere and work very positively. At the same time, many employees who are not sincere also are there. But the main problem in the government sector is there is no demarcation between good and bad. All are treated equally. Punishing a corrupt man is also difficult and there are courts to help such people. In a government department, a person was suspended on corrupt charges. He went to court and the case went on for about 15 years and the verdict came in favour of the employee. He received a salary with all benefits and time scale promotions and he rejoined in a higher capacity post.
There are corruption charges against some private company employees also. But there the management has the right to terminate the employee as per the rules and regulations of the company and the terms and conditions of the employment. That makes a big difference.

#778593 response is out of context and just a way to derail the ongoing discussion regarding the thread. Exceptions are everywhere and I am discussing about the majority of the government employees. Working or not working is not an issue, it's about the behaviour. They are servants for people and they should behave like servants.

I have witnessed many threads in ISC (and also elsewhere) criticizing Government employees. Almost all these threads basically state that Government employees don't work, enjoy umpteen holidays, and get huge amount of salary. Whenever someone (an unfortunate Government employee) tries to counter the argument, people say that there are exceptions.
So, I will not do anything to provide counter-arguments. I will challenge others to do the following:
(a) Clear the competitive examinations and join Government service at any level.
(b) Work on all holidays (even if you are not asked by your superiors) and see the repercussions.
(c) Draw your salary after donating 50% for the cause of welfare of people.
(d) Take an oath that whenever time-bound work comes, like preparation of budget, preparation of counter-affidavit in a contempt case within 6 hours or so, doing research work on legacy issues of a 125-year-old university within 3 days, carrying out the order of the Supreme Court to provide data on electoral bonds working day and night, proceeding to disaster-affected areas to provide relief to common people, etc.), you will not cry asking for transfer from that particular position.
After doing all these things, give lecture that Government employees don't work and enjoy fat salaries.

#778626 response is one of the most ridiculous excuse I have ever heard from a government employee. Did anyone forced you to join a government job? You yourself wasted your time preparing for such jobs even after knowing the state of affairs. If you are not happy with your government job, just resign and join a private job. There is nobody stopping you to join a better job. If you are happy and satisfied with what government has offered you during your joining process, then you shouldn't have any problem at all.

Partha Sir, It may be out of the subject of discussion. I like to inform you that I got placement in two government undertakings but rejected the offers. There was a company near Vellore, Tamilnadu belonging to the Tamilnadu State Government. I was posted as Manager (Quality Control). I rejected the offer as the company was not doing well and there were many charges against the company officials. Later on that company git closed down.
Similarly, I got an appointment in another Central government undertaking in West Godavari Dt of AP. It is very near to my native place. I was offered a Manager (R&D) post. But did not accept as the company is not doing well and the chances of reviving the unit are very remote. Later that company was privatised I heard. This is just for information. I am not interested in actively participating in the on going discussion. Just I want to mention, getting a government job is very difficult yet there are people who rejected offers from government organisations too.

It is great to know that you got two offers from two PSUs, one under the Central Govt. and one under the State Govt., but unfortunately you never worked there to understand the life and constraints which the employees and the officers face in those organizations.
There was an interesting study some 10-12 years before. It was found that most of the familiar faces in television journalism at that time (who are still present even now) were unsuccessful in the Civil Services Exam. and after repeated failures, they joined journalism. They still carry a huge grudge against Government officials and derogatorily call them 'Babus & Bibis'.
While reading this thread, I suddenly remembered that old study about which I had read at that time and which was discussed quite a lot among my colleagues.

Partha Sir, Thank you for your reply. I never criticised any government officer in my replies to this thread above. I know there will be some sincerity and some the other way. Even in private organisations also we have some problems. The person who is at the helm of affairs favours his obedience and who says yes always to him. Always exceptions will be there anywhere and everywhere. We should not generalise any issue in any instance, I feel.

There is a famous proverb in Hindi, "Chor ki Dadhi me tinka". Thread Title clearly mentions that most of the government employees behave erratically with people and majority of the people have truly agreed with my statement because they have faced such situation.
A person who is corrupt himself will defend his corrupt colleague, that's what most government employees do. There are honest officers too and I accept it, but I don't think those honest officers will disagree with my statement. Any honest person knows how government organisations are wasting taxpayers money and getting paid for doing nothing. Instead of improving their work style they are busy defending each other so that they can do whatever they want during working hours.

I think we cannot generalize that all Govt servants are lazy or avoid work or have bad behaviour with the people visiting them. Some are very sincere and hard working and the departments are running because of these good people. There are some who do not work and because of them only the reputation of Govt departments is low.
Another point is corruption. Yes, because of the authority and power bestowed in these Govt servants they can do a lot of favour to the people and there are many who are ready to pay money for that. So, the Govt servant is ready to take that money and oblige. Hence, it is a corruption from both the sides. It will be considered from one side only if the Govt official asks for money and does not deliver till he gets it.
Nowadays, there are complaint systems in place and it is not easy to pressurize the people for money against the favours done.
We are seeing so many raids by ED, CBI, IT dept and others due to which the corrupt officials are in a state of fear and will think twice before doing any such wrongful deed.

There are some employees and officers not behaving properly and even doing their jobs half -heartedlly. If we are rating any government organization considering such an undisciplined pool of staff, we are not justifying the performance of such public units.
While working in a public sector company, I have seen how the executives were working beyond their working hours to achieve the output set by the management. They were doing their best to retain the reputation of the organisation. This culture was prevalent much before our joining as executives. The tragic part was that we were denied leave sometimes due to one reason or the other.
The management was afraid of taking stern action due to the creation of an unhealthy environment inside the working unit. Since we achieved targets consistently, no one thought of disciplining them.

Not only the government employees but in general offices also the people in the seat are behaving erratically without minding the customers' situation.
When I was working in a company as an Accountant, as I have to collect a C Form under Commercial Tax from a client company, I myself went to meet the accounts officer of that company as the time limit was very short. But the known person, accounts officer made me to wait for more than two hours even for meeting him though he know me very well.
But after my joining in a public limited company as a personnel officer I had to meet many government officials even in the top level to bottom level. But I approach them politely and telling my request in the local language without posing myself as coming from a big well known company. I may be a giant in my company but we should think that he, the meeting person, is a giant in his office so that we have to give the needy respect for his post. If so we will also get a good response.

Yes, it is true. The government employees don't work with being bribed. I can cite an example of it. We were constructing our house, and the contractor made a mistake as the total height of the house was above the standard height, due to which our application for a new electricity meter was rejected. We were upset as we were not able to get it approved. Then one fellow asked us for a bribe; he said he would get it approved, and we did the same, and our electricity meter was installed. They didn't check the height of the building when they came for the inspection. Everywhere, in every department, the situation is the same. They won't do anything unless you pay them. We need to change the system.

Remember this is an online discussion forum and we don't know about the participants regarding their role in official or public life. We should refrain from passing derogatory comments on anybody and you have to bear the response when you pass on a general comment.

Since a member opposed your view and suggested to understand the difficulties of a Govt. employee, you jumped to a conclusion citing a Hindi proverb. Proverbs are meant to understand the fact of the life and not to cite them very liberally at our convenience. Any member joining an online discussion should have some patience to understand what the other man is saying and we should politely respond, if we are in disagreement with him.
Coming to the core point of discussion, in every system people with arrogance will be there and we should not attribute to the whole system. Generally employees dealing with public in Railway enquiry counters, Tahasildar's office and other important work centres like BSNL customer care and even in Banking sector, we generally observe such tendencies, may be due to work load. But remember, who worked hard during Corona times? Had the IT employees and other private employees attended to their work at office but it's Govt employees who worked and risked their lives during Corona. Don't put all the things in one basket . It all depends on the behavioural aspects of an individual and not based on the job he holds.
