Welcome back, Thamaraiselvi. Many changes have taken place in the last year on this site. As of now, the Ask Expert section is not operative. But it is visible on the site. If you click on 'more' that is present on the blue bar which can be seen at the top of this page, a list will drop down and you will find this particular section also if you click on that you can go to the Ask Expert section.
There is a new section called Knowledge Centre and this section will deal with your queries mainly regarding education and career. You can post your questions there as an item and you can give your answers to the questions already placed by somebody there.
As you are here after a long time I suggest you go through the following links so that you will get updated with the changes that happened on this site during your absence.

You were active in AE section and forum before you took a gap. Nice that you have now resumed your participation in ISC
You have asked a very relevant question. ISC had been undergoing some change in the last couple of years responding to the new challenges and opportunities.
Among those, transformation of AE to KC (Knowledge Centre) was one paradigm shift. For your easy reference I give below the relevant link of WM Tony John announcing the change.
