    How about framing such guidelines?

    Most of you have already voted during the phases and now only the final phase remains. The campaigning for the last phase was over yesterday but the messages remain at various places. You might be asking what messages I am referring to in this post. I do not know the situation of other states but in West Bengal, you will find bold messages, posters, hoardings and flags of various political parties at many locations suggesting people to vote for their candidates. That's fine during the elections but does it look good if it's there for a long time?

    The Election Commission issues various guidelines from time to time to stop malpractices and influencing people during the poll process and they remain in force until a certain time. When the Election Commission is so much concerned about free and fair polls they should also look into the aspect of aesthetics. How about issuing guidelines to all the political parties to remove banners, hoardings, etc. and whitewash the walls when the campaign ends for a specific phase of the election? Such regulations for removal are there with the local authorities/municipalities but they are hardly followed as we see most of those remain for a significant time. Now, if such removals and cleaning come under the Model Code of Conduct then at least some quick action is expected. It will also help to showcase the responsibilities of the political workers as they will now have to remove them on time to make the area/city clean. Any takers for this suggestion?

    Frankly speaking it is the duty of municipal or other concerned authorities to remove everything once the activity is over. The problem comes when people put these posters wherever they want without taking any permission from the local authorities and then no one is there responsible for it.
    In my opinion before or during polls the local authorities should remove and destroy all the illegal posters whether it is belonging to the ruling party or others. This will give a clear message that no such indiscipline will be allowed.
    Actually local authorities should charge some nominal money for the space for these posters and hoardings and use that money to remove them after the activity. Once people pay for it then everyone becomes sincere and responsible for these things including the local administration.
    To solve a problem we should hit at the root and not on the superficial appearance.

    When I was working in an organisation, we used to celebrate August 15th every year. Flag hoisting, speech by the chief guest and then prize distribution etc. Our Personnel Department people used to come early and see that all the arrangements were made properly. After that function, all the people used to rush back. Our then General Manager used to worry about the work after the meeting. All the test house material is to be returned. But all used to go back. He has to stay and see that the material will be returned properly. Then what I suggested to him was that one employee from the personnel Department be asked to stay back and see that all the material will be returned properly. Then onwards he started that.
    I remembered this issue after reading this thread. No one will bother about the removal of these holdings etc. As mentioned by the author, the EC should make a guideline for this and make somebody responsible for the same so that the procedure will be followed without any deviation.
