Applicability of Pay Increment Date for Technical Resignation

I have joined a central government job on Oct 2023 on Level 10 and took technical resignation to join another department on Feb 2024 on Level 10. I didn't completed my probation period in previous department and as I joined in July - Dec Cycle my payment increment should be done on July every year. But as I joined in new department in February they are saying that Pay Increment will not be applicable for this July and it will be applicable from Jan 2025.
Can anyone confirm the same and provide any reference to rules if you have.

In the case of such shift from one department to another after technical resignation, generally many things are counted from the date of joining the new post.
There are many clarifications provided by Govt in their circulars or office orders.
I would suggest you to search in internet the following office order where some detailed explanations are provided in this regard -
    No. DOPT-1669266628362,
    Government of India,
Ministry of Personnel, Public Grievances & Pensions,
Department of Personnel and Training, ESTT. (Estt. C) Dated 24 November, 2022.

You can go through that document and if there is any doubt or clarification we can discuss that in this thread itself. Hope you get your query resolved after going through the above office order.

You have not mentioned in your thread whether you applied through the department for the new post through the proper channel or applied for the latest post before joining the service.
As per the circular mentioned by Umesh above, any person who applies through the proper channel even though he submits his technical resignation, his past service will be considered for all benefits.
Without applying through proper channels, if an employee submits his resignation and joins another department in the government services also his past service can't be considered. Now with this clarification, you can understand the applicability.
