    An IAS Officer rejuvenates an almost dead river

    Sot river in Sambhal district of Uttar Pradesh, was vital for farmers even fifty years ago., The local farmers relied on it for irrigating their crops. However, due to neglect and rampant encroachment, the river gradually disappeared. By 2022, when IAS Officer Manish Bansal became the District Magistrate, he found that the river was almost non-existent, with only small puddles and farmers growing crops on the river's dried-up bed. The situation started causing waterlogging during the monsoon, as the river could no longer clear excess water.

    The groundwater level in Sambhal had dropped significantly, making borewells and hand pumps ineffective. Realizing the severity of the situation, the District Magistrate decided to rejuvenate Sot river. The first step was a survey which revealed that the river was actually a 110 km. long stretch. The administration then marked the river's boundaries and cleared the illegal encroachments. The Government staff also de-silted the river, removing accumulated sediment to restore its capacity.

    With the help of MGNREGA workers, the project was completed within six months in June 2023. During the monsoon, the river captured rainwater and returned to its former state, resolving waterlogging issues in the region. The IAS Offricer, Manish Bansal, explained that every river has a catchment area, and by restoring Sot's flow, water from nearby areas could now drain properly into the river.

    This is an example how a dynamic Government Officer can utilize his power positively for development of people and restoration of local ecology.

    It is a fact. A dynamic government officer can do wonders provided he has the vision and is not influenced by or is afraid of political interventions.

    In this connection, I would like to make a mention about Shri Biju Prabhakar, IAS, who was the District Collector of Thiruvananthapuram. Water logging even with a minimum rainfall used to be the curse of this city. As Collector, he carried out proper survey and with the help of old drainage plans that were taken out with the help of the Archeological department, he set out to clear the water ways and was successful to a great extent. But politics, as usual, played dirty games and his mission was blocked when the clearing process hit the commercial building (under which the actual drain existed) of a business tycoon. He was quietly removed to a different post. Still, the water logging could be controlled to a great extent, thanks to his efforts. What makes his work all the more applaudable is that such an improvement could not be achieved by the Corporation or the State ministry despite spending crores in such clearing projects.

    So, it is a fact that dedicated government officials can do wonders if they have the will and the vision and has a strong spine.

    An honest, hard working, and dedicated Govt officer can immensely contribute in nation building and progress. Though the majority of them is not line that but still whatever development we are seeing today is due to the hard working officers and staff.
    Many problems in our country would simply disappear if all the Govt employees start working properly and ethically.

    That is very true. A government officer can do good things and develop the country in many ways. But their intentions should be good and they should not get into corrupt practices. Political leaders should not influence these people for their benefit but for the nation's development. All government officers should think they are being paid for the work that they are doing and they should not believe that they are doing service. When they are given a job there will be a job profile with duties, powers and responsibilities. They are supposed to follow those factors in discharging their duties.
