You may file a complaint in the consumer forum and with the cybercrime police. As it is an online offer, it may come under cybercrime. Otherwise, you may have to file a complaint at the police station of your jurisdiction. I am not very sure.

We can ask the vendor itself before we pay the bill. If he bla bla, we should keep our taken article and come out without buying and paying.
Some vendors are very talented and not with cheating mind. Last week we went to a departmental store and saw a pack of Wheat flour of a named brand. They offer one free for one. But we saw there only one pack in the rack. We asked the counter person whether they have some stock inside. He told that erroneously they gave the other pack to some person. He asked me to take the one pack if I need and he offered half price of the one mentioned in the pack.
