    Can the Chief Minister or any minister from the state ask to set up a business with foreign countries?

    As we often see in newspapers and electronic media, the chief minister and a group of ministers will visit a foreign country and, for the development of a state, ask them to set up a business in the state or sign an MOU. Is this a legal procedure? Can a chief minister or any minister from a state ask to set up a business with foreign countries? or any Central Government acceptance should be there.

    I feel that in the capacity of a state Chief, the CM can meet any industrialist in foreign countries and request him to start an organisation in his state. When the industry accepts the request of the CM, the company should follow the procedure to set up a unit in India. There is nothing wrong with this. There are different incentives in different states of this country to promote industry in their state, and states offering better infrastructure and other facilities will have an edge over the other states. The experts from the company will visit the state and understand the situation there, and then they will make a decision.
