Haryana has made some progress in the field of education with the establishment of some of the best Universities in India like
Charan Singh Haryana Agricultural University, Hissar ,Chaudhary Devi Lal University, Sirsa , Guru Jambeshwar University, Hisar ,Haryana Kurukshetra University, Kurukshetra and Maharshi Dayanand University, Rohtas but as you said new universities were not set up here so far.

It seems the people of Haryana are not interested to have good education and hence the govt is not coming forward to bring in more university. They wanted to be content with the existing universities.
