Overview
Owning a home in the commercial capital of India, namely Mumbai, is a big dream of many a resident of Maharashtra. This dream has been realized in reality for a lucky group of people who submit applications for the annual lottery scheme initiated by MHADA. Through this scheme, they are able to buy a home within Mumbai or in the suburbs at a price much lower than those offered by private builders. The Konkan Housing Board, which is a regional unit of MHADA, has also been part of the scheme in some years, offering budget homes to buyers in places within its purview. As per news reports, MHADA wishes to adhere to the code of conduct for the forthcoming Lok Sabha elections & hence will issue the advertisement notification for the lottery before the code of conduct comes into force.

Locations & Number of Flats of Mumbai Housing Board
There are totally 1520 tenements available for outright sale which come under the Mumbai Housing Board. The locations and flats for each income category are:
Mankhurd: for EWS category - 235
Vinobha Bhave Nagar, Kurla: for LIG category - 207
Pratiksha Nagar, Sion, Phase 4: for MIG category - 56
Magathane, Borivali: for EWS category - 62
Shailendra Nagar, Dahisar: for HIG category - 86

Note that the 84 homes assigned for HIG group will likely be out of the lottery & assigned as quarters for employees of the State Govt.

The fee for the application form is Rs.200/-.
Eligibility Criteria for Applying
Age: Those below 18 years of age cannot apply for the lottery.
Home ownership: You and your spouse should not be the owner of a house, flat or residential plot of land (the ownership should not be in your name/ name of spouse) which lies in the jurisdiction of the Municipal Corporation of Greater Mumbai (MCGM). You and your spouse should also not have a membership of any co-operative housing society which is in MCGM's jurisdiction. The same rule applies for those applying for houses of the Konkan Housing Board (meaning no ownership of home under the jurisdiction of the Konkan Board)
Maharashtra residency: As proof of your residency status in the State of Maharashtra, it is mandatory to have a Domicile Certificate to indicate that you have stayed in Maharashtra within the last 20 years, including 15 years continuous stay. (Note: applicants who come in the reservation category of Central Government employees are exempt to this rule).
Family income: The average monthly income (Basic + D.A. + City Allowance + Bonus) of you and your family members combined should be as per the income group categories listed by MHADA (the categories list will be updated later): (a) Higher Income Group (HIG): Rs.70,001/- and above (b) Middle Income Group (MIG): Rs.40,001/- and Rs.70,000/- (c) Lower Income Group (LIG): Rs.16,001 to Rs.40,000/- (d) Economically Weaker Section (EWS): up to Rs.16,000/-
Number of applications: As a rule, you are not allowed to submit an application more than once in 1 reservation category in the same code number. If you do so, all these applications will be rejected.
Bank account: Before applying, ensure that you have a valid Savings Bank account because you cannot use anybody else's bank account number in the application. The account should be in the name of the person applying, who should not be having any NRI bank account, joint account or current account.
PAN Card: It is mandatory for the applicant to have a PAN card in his/her name. Applicant cannot apply with another person's PAN card.
Make sure that you go through all the details and guidelines which will be provided in the 2014 MHADA lottery housing scheme booklet thoroughly before applying for the lottery.
You need to be aware of what all additional taxes are mandatory to be paid to get final possession of the home. This will likely include service tax and value added tax, as in past years. Keep all receipts of such taxes' payments as you will need to submit them to get possession of the home.

How to fill up the online application form for MHADA lottery 2014
Do not be hasty! Go step by step to ensure that you fill in the application correctly with all requisite details filled in the proper boxes.
Visit: https://lottery.mhada.gov.in
Register with a User name. The registration process requires you to give these details:
Name
Family income
Passport size colour photo (this should be a clean, scanned image in jpg format up to 300kb)
PAN Card Number
Date of birth (this should be exactly the same as on the applicant's PAN card)
Occupation
Marital status
UID Number
Gender
Residential address
Mobile Number (do not put the digit 0 before the number)
Email ID (this is very important, as all communication with applicant will be done via email)
Bank Account Number - you will also need to give the IFSC code or MICR code of the Bank branch where the applicant has a Bank account
Now that you have registered, you should log in with your User ID and date of birth
Fill in the application form correctly. Prior to hitting the submit button, at any time you can view your application and edit it.
At the page https://lottery.mhada.gov.in/OnlineApplication/mhadaApplication.do you will see the link to apply. This will take you to the page where all the Schemes available under the relevant income category is displayed.
To Apply for a specific Scheme Code you have to click on "APPLICATION FOR RESIDENTIAL ACCOMMODATION FORM".
For filling up the form, information like Scheme Code, Category, mode of payment, etc will be required.
All the field required for filling up the application form will be available in the link "APPLICATION FOR RESIDENTIAL ACCOMMODATION FORM".
After filling up all the information, click on the button "SUBMIT".
Deposit the EMD. The options are through: (a) Demand Draft/Pay Order; (b) Debit / Credit Card; (c) Internet Banking.
If the payment is made online, a service charge will be applicable
Note that more than 1 application in the allowed groups can be filled using one bank account number.
Once you are sure of all the information being correctly provided & no changes need to be done, then click on the button "CONFIRM".
Then you can take a print out of the filled-up form via the "PRINT" button. A PDF document of the form will be generated which can be saved and printed.
After taking the printout, go to "MY APPLICATION" button & make the payment(if making online payment)
Applicants paying the EMD through DD/Pay Order will have to Draw the Demand Draft of amount of EMD plus Rs200/- in the name of "AXIS BANK ACCOUNT MHADB 2014" (for Mumbai Board) and "AXIS BANK ACCOUNT KHADB 2014" (for Konkan Board) and submit it alongwith the filled up printed application form to the nearest branch of the Axis Bank during the Bank working Days and hours.

Regarding the locations: I don't think the lottery will only be for Virar homes. I think it includes some locations in Mumbai too, like for last year's lottery.

Mohammad Arif, As far as I am aware, the address proof should have your name on it if you are the applicant. Similarly, you should have a PAN card in your name as you will need to submit the PAN number at the time of application. @ Vrinda: I doubt a company letterhead showing your income details could be valid proof. I think you need a proper officially attested income proof form. You can confirm this by calling up the MHADA official at the contact numbers I have provided.
@ Santhana: When MHADA begins the online application process, the details for MIG and HIG homes in Sion area will be known. Accordingly, I will update the information in this article. You can bookmark this page and check back for updates later.
@ Anand: You have to draw up the DD at your bank of the amount you need to pay, which will include the EMD + application processing fee. This DD will then have to be submitted by you at the designated bank as stated by MHADA, along with the acknowledgement slip of your application.

Asha, when MHADA releases the official notification, I will update the article on which documents are required for applying. It is likely to be the same as last year:
Domicile Certificate
Income certificate
ID proof
Any requisite certificates (such as caste certificate, birth certificate, etc)
Note that the above is what you will need to furnish on getting a home allotment through the lottery. MHADA informs the lottery winners about the documents required via email intimation. For the online application itself, you will likely need to have a PAN card and will also likely need to fill in Bank account details. I do not think you will need to submit any documents during the online application process itself, but will need to show some ID proofs when making the initial payment at the Bank.

Shubhangi, you will get the correct guidance from the Bank where you have an account. They will issue the DD (Demand Draft). It does not require your signature on it, but that of the Banker.

Sujit, As I mentioned in the article, the domicile certificate is mandatory. You will definitely need it. I suggest you apply for one right away. In fact, every citizen of India must have a domicile certificate of the State of his/her residence. It is extremely important to have this document in the case of some applications, especially for some Government jobs, perhaps to buy property, etc.
To obtain a domicile certificate of Maharashtra State, you need to visit the office of any of the following: (1) Sub-Divisional Magistrate (2) Tahsildar (3) Revenue Department (4) District Collector
If you have a local political party's office in your area, you can also approach them to guide you.

Mich & Vinod, The MHADA website has given an update about the lottery with a notification that the lottery process is on hold. They are waiting for clearance from the Chief Electoral Officer, Maharashtra. Apparently the process cannot take place during election time due to the election code of conduct. We will have to wait for further notification as to when the process will begin.
Vipul, Anybody can apply for the MHADA lottery as long as they fulfil the eligibility criteria and have the requisite documents. One of these documents is domicile certificate of Maharashtra. So if you do not have proof that you have stayed in Maharashtra within the last 20 years, including 15 years continuous stay in the State, then there is no point in your applying for the lottery.

@ Prakash: You cannot make multiple applications in your name in the same income category. I do not know what you mean by "wig" as there is no such income category. You can apply in the category to which your family income is applicable.
@ Manish: 1. If you have applied but not received your Aadhar Card, you can inform MHADA about it. I think a Voter's ID card should also be valid.
2. I do not think there is any restriction on retired people applying, as long as they fulfill the domicile & other criteria. Also, your parents/family members should not be owning a house in Vengurla or in any area which comes under the Konkan Housing Board if they wish to apply for a home of this Board through the lottery.
You can clarify the information by calling up the Helpline provided between 9.30a.m. and 7p.m.

Answers to all the recent queries: 1. I have no idea about the percentage of amount charged if payment is made by credit card. 2. Yes, you will likely have to pay 2 different EMDs for the different flats. 3. Income means Basic + D.A. + City Allowance + Bonus 4. If you do not get a flat allotted through the lottery, the EMD is returned within 2 weeks as per what is mentioned at the MHADA official website. 5. Yes, domicile certificate is mandatory as per the lottery instructions. My advice would be to also keep your school leaving certificate (SLC) in readiness as this will have your date of birth & is considered as an alternative now for the domicile certificate for certain types of admissions, recruitment, etc. Perhaps the SLC can be shown till you get the domicile certificate in hand (not 100% sure if this would be acceptable though!)

Though with no direct link to the question by Asif in particular, I don't think that you have to include your brother's income in the form. By applying for a house of your own you are implying that you plan to settle separately. Family income might include the income of your parents and spouse but not necessarily that of your brother. This is an evident loop hole but nevertheless not illegal, I suppose. Income is calculated separately once you are major and start earning on your own.

Since you are the spouse of the applicant (your wife) & are owning a property in your name which is within the MCGM jurisdiction, your wife is not eligible to apply.

Darshan, It refers to the physically handicapped category. This year, in 2015, MHADA is conducting a separate lottery just for physically handicapped persons. Flats are available for them in Mumbai and at Mira Road (Konkan Housing Board). Please refer to the article to which I have given a link in the above response.

This all MHADA Flat is not for open cast category more than 50% flat reserved for some category they are not more than 5 to 10% butt still flat reserved more than 50%. I am applying for more than 8 years but still never I get chance.

My dad has applied for MHADA Lottery 2012 under the income group LIG, Scheme Code 283-6-A (Appln.No. 2000276413). Till date I have not received the refund amount. We have already submitted application along with copies of Bank pass book, xerox and application details form to the MHADA OFFICE. The concerned official informed that the money will be credited to the account between 5th to 10th July. But till today, my dad has not received the refund amount of Rs.15,000/-.Kindly inform when my dad will get the refund POSITIVELY. I have already visited the MHADA OFFICE twice.
