Department of Food Supplies and Consumer Affairs, Government of National Capital Territory of Delhi and Consumer Affairs, Food and Civil Supplies under state governments issues instructions to appropriate authorities (like district collectors) to ensure that each city, town and village has appropriate number of fair price shops. It is the responsibility of central and state governments to regulate functioning of public distribution shops. Further, Food Corporation of India (FCI) procures and maintains public distribution system. These shops are locally called as 'Ration shop' or 'ration depot'.



Ration shops provides essential commodities to ration cardholders at pre fixed prices by the government. These essential commodities include wheat, rice, pulses, kerosene oil, sugar, salt, edible oil, spices, etc. These shops ensure that these basic required food items are supplied in appropriate quantity and at prices as fixed by the government. Not only this, these shops curb open market prices, hoarding, profiteering and black-marketing. Food advisory committees are formed to review the functioning of these shops.

Eligibility requirements to open PDS outlet


Following are the conditions that you must fulfil if you are going to open a PDS outlet.
  • You must be an Indian citizen and resident of the circle area where vacancy is notified by the authority.

  • You must have valid possession of the premises in the area where vacancy is notified.

  • Such premises should be on a minimum 15 foot road and at a central point, easily accessible to people.

  • The proposed premises must have these dimensions- length 5m, breadth 3m and height 3m. There must be only one shutter or door.

  • There must be any wheat flour mill (atta chakki) in adjoining premises.

  • You must be financially sound and having sufficient finance in your hands and minimum bank balance of Rs. 50,000 till finalization of allotment process.

  • Minimum educational qualification required is Class 10th.

  • You must be able to maintain books of accounts.

  • You must neither be a proprietor or partner of any existing FPS or a cancelled FPS nor you must be connected to such cancelled FPS prior to the date of application. Even your family members must not be having any license under Essential Commodities Act, 1955.

  • You must not be convicted under Essential Commodities Act, 1955.

  • You must not have any license of food grains, edible oil, sugar, wheat, etc. issued by the department.

  • You must be able to run such outlet on your own.


Procedure to open a Ration Shop


Department of Food Supplies and Consumer Affairs, Government of National Capital Territory of Delhi and Consumer Affairs, Food and Civil Supplies of each state government invite applications from time to time for issue of authorization to run fair price shops. Eligible individuals/ agencies/ societies can apply to run these shops under public distribution system. Applications are invited offline only. Online mode of applications may be started in the future. Notifications are published from time to time in local newspapers and on official websites of concerned authorities. Here it must be noticed that applicants of following categories are given preference, subject to the condition that they fulfil all eligibility requirements mentioned above. These categories are:
Physically handicapped (but capable to run a FPS outlet).
Unemployed graduates.
Women's self help group.
Ex-serviceman.
Co-operative society/ nominated agency of the government (like Kendriya Bhandar, DCCWS, DSCSC, etc.)
Co-operative societies.
Village panchayat.
Urban local bodies and other self help groups.

Application format


Following details must be provided in application form. Fill all columns legibly. Provide clear and correct information and enclose crossed postal order (IPO).
  1. Full name of applicant.

  2. Father's name/ Husband's name.

  3. Complete residential address.

  4. Name and style of the firm.

  5. Complete address of proposed premises.

  6. Complete address of godown (if any) where goods will be stored.

  7. Whether premises or godown has legal possession by applicant (You need to enclose documentary proof for this.).

  8. Type of ownership- Sole proprietorship/ partnership firm/ co-operative society/ registered company (You need to enclose attested copy of partnership deed in case of partnership firm) .

  9. Name/s and address/es of office bearers/ directors in case of co-operative society or company.

  10. Nature of present business of firm/ applicant/ each partner of the firm.

  11. Provide information if the firm or the applicant or any partner of the firm has any interest in any flour mill or any FPS or PFES functioning in the state/ UT. Provide full particulars of such mill/ FPS/ PFES if the answer is yes.

  12. Provide information if the firm or the applicant or any partner of the firm is running any provisional store in the locality of proposed premises. Provide complete name and address of such store too.

  13. Provide information if the firm or the applicant or any partner of the firm had earlier applied for grant of FPS/ FPES. When and what was/ were the result/s.

  14. Provide information if the firm or the applicant or any partner of the firm was running any FPS/ FPES earlier. Give full details and why was it closed.

  15. Provide information if the firm or the applicant or any partner of the firm possess license under Essential Commodities Act, DIR. Give details.

  16. Provide information if the firm or the applicant or any partner of the firm have ever been convicted of any offence under Essential Commodities Act, 1955/ DIR. Give details.

  17. Provide information if the firm or the applicant or any partner of the firm has any pending case in the Department of Food and Supplies or in the court.

  18. Provide information that whether the applicant is financially sound and is able to run the shop without any help from third party.

  19. Information about proposed business permission (its dimensions- length, breadth and height).

  20. State information that whether proposed premises is a part of the residence or not.

  21. State the category of the applicant (ExSM/ SC/ ST). Enclose documentary proof too.

It is very good effort on the part of the author to pen this article for the benefit of those who want to set up a public distribution fair price shop. But I feel it is not that easy as mentioned here. Please note that the concept of fair price shops were existing since Independence and already each and every colony has a fair price shop attached to it. Moreover the ruling party cadre and their grass root level workers only get chance to open such shops and ordinary people like you and me cannot get hold of it. So I feel it is difficult to pursue this self employment scheme.

Hello friends,
Latest notification for the year 2016 for ration shop vacancy has been issued. Hereby applications are invited for providing authority to run 96 new FPS. Circle/ Districts covered are Gokalpur, Okhla, Saket, Burari, Malviya Nagar, Sultanpur Majra, Babarpur, Rohini, Model Town, Chhatarpur, Tughlakabad, Rithala, Mundika, Uttam Nagar, Najafgarh, Bijwasan, Delhi cantt, Rajinder Nagar, Bawana, Jangpura, Sadar Bazar, Chandni Chowk, Ballimaran and Karol Bagh areas of Delhi.

Applicants are required to pay non-refundable application fees of Rs. 100 in the Office of the concerned Zonal Assistant Commissioner of the Department of Food, Supplies and Consumer Affairs of the District.
