The Department of Higher Education under the Ministry of Human Resource Development of Govt. of India is inviting online applications from Indian national only for awards of Commonwealth Scholarship 2017 tenable in UK for Master's and doctoral degree programs which will be started from the month of September or October in 2017.
Details of nomination
Initially nomination of 65 numbers candidates including 26 numbers candidates for the Doctoral course will be prepared and the same will be forwarded to the Commonwealth Scholarship Commission (CSC) for final selection of the 25 to 30 awardees.
Details of awards
Awards of Commonwealth Scholarship 2017 for Master and doctoral degree courses are as provided below:
Each finally selected candidate by CSC will get airfare to UK after final award confirmation and return fare at the end of award.
Approved tuition fees and exam fees will be provided under each scholarship.
Monthly stipend of £1043 will be furnished as lining allowance whereas the same of £1279 will be provided to them who will at the universities in the metropolitan area of London.
If warm clothing allowance is applicable, the same will also be provided.
If minimum length of scholarship is 18 months and scholar's spouse who doesn't receive any scholarship and lives together in same address in UK then £224 will be provided monthly as spouse allowance.
Again if minimum length of scholarship is 18 months and scholar's spouse and children under the age of 16 are accompanied with him / her and live together in same address in UK then £224 will be provided monthly as child allowance for first child, monthly £110 for second and third child.
If scholar is either widow or divorced or single parent, children under the age of 16 are accompanied with him / her and live together in same address in UK then £448 will be provided monthly as child allowance for first child, monthly £110 for second and third child. However, length of the scholarship is not a factor in this case.

Course details
There are two courses, any one out of which applicants may apply for:
Name of the course: Taught Master's Course Duration: One year Special note: This course is not equivalent to the Master's degree in India.
Name of the course: Doctoral degree Duration: Up to 3 – 4 years Special note: As there are limited slots for 4-year PhD courses offered by CSC, all candidates are suggested to select minimum one 3 years PhD program additionally.

Candidates willing to apply for 2017 Commonwealth Scholarship program in the United Kingdom for Master and Ph.D degree must fulfill the following criteria:
Candidates should be Indian residents. Applicants from abroad are not eligible.
Upper age limit of the candidates is 40 years as on 16.09.2016.
Applicants if have already been abroad on scholarship or own cost for studying or training or specialization purpose for more than six months, must have been in India since minimum two consecutive years as on 16th September 2016 after coming back to India from abroad.
Tertiary education must be completed in English medium only.
Master's degree program: Candidates must completed or likely to complete Bachelor degree positively by October, 2017 in concerned subjects with minimum 60% marks in Humanities and Social Science group or at least 65% marks in Engineering and Technology, Science and Agriculture groups.
Doctoral degree program.: Candidates must completed or likely to complete Master degree positively by October, 2017 in concerned subjects with minimum 60% marks in Humanities and Social Science group or at least 65% marks in Engineering and Technology, Science and Agriculture groups.
How to apply online
All applicants should apply online at the Ministry of Human Resource Development portal. For the same candidates have to visit at http://proposal.sakshat.ac.in/scholarship/ and click on 'New Registration'. Fill up all data in the page displayed and then click on 'Validate & submit' button.
Once it is completed, applicants should then register online for 2017 UK Commonwealth Scholarship through Electronic Application System (EAS) at either http://bit.ly/cscuk-scholarships-developing-cw or https://csc.do-it-online.org.uk/csc/ElectronicApplicationSystem.htm.
Following points must be noted by the applicants before registration of application:
All applicants should apply at both portals of MHRD and CSC otherwise they may not be called for any interview.
Candidates have to apply for either Master degree course or PhD program. Subject shall also be one only. Applicants with more than one application will be rejected completely.
All candidates should apply independently and directly to their preferred institutes. In case any applicant has already obtained any offers of admission, that should also be included with the application, although attachment of offer of admission along with application is not mandatory. However, CSC will ask successful candidates to obtain minimum one offer of admission from any preferred institution.
Documents required to submit online
Applicants should upload the scanned copies of the following documents during registration of online applications at MHRD portal:
Secondary examination mark sheet and certificate
Higher Secondary examination mark sheet and certificate
Mark sheet and certificate of Bachelor / Master degree.
Transcript received from institute / university in support of candidate's higher qualification.
Selection procedures
After receipt of online applications, applicants will be shortlisted to call for an interview. Note that only shortlisted candidates will be intimated for interview. Accordingly, if any applicant does not receive any communication by 15th November 2016, it may be presumed that (s)he has not been shortlisted for interview. After interview a list of nomination will be prepared and the same will be forwarded to the Commonwealth Scholarship Commission for final selection. All recommended nominees will be scrutinized by the Commonwealth Scholarship Commission finally and the final list of selected candidates will be published in the month of April 2017.
Documents required during interview
Shortlisted candidates asked for interview must show the following the documents as mentioned below during their interview:
Original mark sheet and certificate of Secondary examination
Original marks sheet and certificate of Higher Secondary examination
Original marks sheet and certificate of Bachelor / Master degree.
Transcript received from institute / university in support of candidate's higher qualification.
For Government servant NOC / Cadre clearance should be produced.
Candidates who are applying for doctoral program should show the evidence of prospective supervisor's support.
Important dates
Online portal of Ministry of Human Resource Development will remain active for registration of applications till 3:00 p.m. of 16th September 2016.
Online portal of Commonwealth Scholarship Commission will remain active for registration of applications through EAS till 15th November 2016.
Name of shortlisted candidates for the interview will be published on around 20th October 2016.
Interview will be held between 16th November 2016 to 8th December 2016 tentatively.
