Online applications open for Maharashtra Chief Minister's Fellowship Program 2017

The Maharashtra Government is providing a wonderful opportunity to the youth to participate in governance and thereby contribute to the development of the State through a Fellowship program of 11 months' duration. There are 50 fellowships, one-third reserved for women. Selected candidates will be considered as equivalent to Grade-A officers in Government service.

About the Fellowship

These are the salient features of the Fellowship:
  1. You will receive a monthly stipend of Rs. 35,000/-.

  2. Once selected in the Fellowship program, you cannot take up other jobs, pursue study programs or do other assignments during the entire duration of the Fellowship.

  3. You must submit a fitness certificate as well as a character certificate at the start of the program.

  4. You will have to be based in the city/district of placement during the period of fellowship. While no accommodation will be provided to those placed outstation, travel and related expenses will be covered by a lump sum of Rs. 5,000/- each month.

  5. You will be expected to work during the same hours of office as the staff of the authority where you are placed. You may also be required to travel and/or work additional hours when an assignment is given to you.

  6. You are allowed a leave of only 10 days during the 11-month period of fellowship.

  7. You will get accidental insurance cover during the period of fellowship.

  8. On successful completion, you will be awarded with a Certificate. There is no job guarantee, though, on completion of the program.

Eligibility requirements

  1. Age criteria: You must be between 21 to 26 years of age as on 1st April 2017 (birthdate between 2nd April 1991 and 1st April 1996, inclusive of both days).

  2. Academic qualification: You must be a Graduate with first class. It would be advantageous to have a post graduate or professional Diploma in the relevant field.

  3. Experience: You should have at least one year of work experience. If you have done a full time internship or an Articleship or an apprenticeship as part of a professional course, then this will also be acceptable as work experience.

  4. Language skill: You must have basic proficiency in Marathi language.

  5. General skills: You should have computer knowledge and familiarity with working on Internet.

How to apply

Here's how to start on your way to entering the Fellowship program:
  1. Submit your application online only. Prior to applying online, do check all the terms & conditions of the program

  2. Ensure that you have ready a scanned image of your latest photo (passport size) and of your signature, too, before you start filling in the online application.

  3. Visit this portal: Directorate of Economics and Statistics, Planning Department, Government of Maharashtra

  4. Click on the link 'Apply online' and you will be directed to the IBPS online application portal link. Fill up all the details completely.

  5. Pay the online application fee of Rs. 500/-, after which only your application will be considered to be successful.

  6. A copy of the application form will be automatically generated. Download and save it for future reference.

  7. On the basis of applications received, eligible candidates will be intimated by email about details of the online exam.

Format of online exam

The online exam for selection to the Fellowship program is in English for 60 minutes. There are two sections, one with multiple choice objective type questions focusing on general knowledge, current affairs, economics & social issues of the State & country and the other with Essay topics. The total marks are 100.

The candidates who figure in the top 200 based on the scores in the online exam will be shortlisted for further selection process. If you are one of them, you will informed by email & you can also check your name on the list on the website. You then have to submit 3 essays during a given time-frame. Beware – plagiarized content will be caught by the detection tools! Only those who submit their essays during the time given will be eligible to appear for the interview round of the selection process. If you are called for the interview, you must take along one photocopy each and the original copies of all mark sheets and other credentials along with the original copy of an ID proof.

Note: Online examination, essays and interviews will be having weightage of 15, 30 and 50 marks respectively. The academic qualification of the relevant post graduate or professional degree or diploma will carry weightage of 5 marks.

The final list will be drawn up of those who score top 50 marks, this list being displayed at the website, in addition to the candidates being informed about their selection & joining procedure via email. A waiting list of next 10 top scorers will also be displayed, so that they can be selected in case of any vacancies cropping up due to a selected candidate not accepting the offer letter during a given time-frame.

  • Submission of online application: 5th June 2017 to 15th June 2017

  • Date of online exam: 2nd July 2017

  • Declaration of list of shortlisted candidates: 5th July 2017

  • Submission of essays by shortlisted candidates: 5th July 2017, 11 a.m. to 10th July 2017, 5 p.m.

  • Interviews of shortlisted candidates: 18th to 24th July 2017

  • Declaration of final result: 26th July 2017

A very useful article from the author on a new Fellowship programme initiated by the Chief Minister of Maharashtra. This article has provided all necessary details of the Fellowship programme. It covers the eligibility criteria relating to education, age, etc. The author has also intimated the duration of the Fellowship programme and number of Fellowhsip to be granted by the State Government of Maharashtra.

I would only like to know from the author whether young people of other states who are otherwise eligible can apply for this Fellowship, or not. Moreover, is there any reservation for SCs/STs in the stipulated 50 seats? It would also be helpful if the author intimated the nature of work to be performed by these yong people.

I sincerely hope State Government of Maharashtra continues this Fellowship programme in future as well. Kudos to the author for this informative and comprehensive article.

Answers to queries asked by Partha:

  1. There is no indication that the fellowship program is restricted to eligible candidates from Maharashtra State only. It is possible that candidates having fluency in Marathi - reading, writing & speaking - and fulfilling the other eligibility requirements will be accepted into the program.

    I would advise people to read newspapers regularly to look out for advertisements of similar types of Government programs. I will be soon be publishing an article on one offered by the Kerala CM too.

  2. There is mention only of reservation for women, not any for SC/ST candidates.

  3. Regarding the type of work - this has not been specified, likely for security reasons. In fact, the terms & conditions (link of which is provided in the article) clearly mentions that the Fellows are not allowed to disclose the nature of their work during and after the program ends. There is a non-disclosure agreement binding on them.
