How to apply for the Prime Minister's Scholarship Scheme


Are you the ward of an ex-serviceman or ex-coast guard personnel intending to pursue an undergraduate course in engineering, medicine or other professional fields? Then learn here about the Prime Minister's Scholarship Scheme (PMSS) that rewards such students with annual scholarships for the entire duration of their study.

PMSS

Introduced in the year 2006, PMSS or the Prime Minister's Scholarship Scheme is meant to encourage wards of ex-servicemen and ex-coast guard personnel to take up higher studies in the technical and professional field. Recognizing the services of our fallen heroes in the battlefield and outside of it, the scheme also encourages their widows to take up higher studies in the above fields.

Number of scholarships

As of 2018, the total number of scholarships available under the Prime Minister's Scholarship Scheme is 5,500. Both boys and girls are awarded this scholarship and the numbers are equally divided amongst them. The number of girl applicants opting for technical and professional courses being less, it is relatively easy for girls to obtain this scholarship.

Scholarship amount and duration

The scholarship amount for girls is Rs 2,250/- per month. For boys, it is Rs 2,000 per month. The scholarships are awarded for a period of one to five years, depending upon the duration of the courses. The scholarship amount is deposited into the bank accounts of the students annually, on fulfilling the conditions as laid out by the governing body.

Priority for grant of scholarship

The scholarship is meant for wards and widows of ex-servicemen and ex-coast guard personnel only. By ex-servicemen, it is meant personnel who have previously served in the Army, Navy or Airforce. In this respect, the Coast Guard is at par with the three arms of the military. There is a certain order of preference under which the scholarship is granted to the dependent wards and widows. There are six categories under which they have been placed. Category 1 gets the highest priority and category 6 the least. The priority list is enumerated as follows.

Category 1

Wards and widows of servicemen and coast guard personnel who have been killed in action.

Category 2

Wards of ex-servicemen and ex-coast guard personnel disabled in action and boarded out from military or coast guard service. The disability attributable to military.

Category 3

Wards and widows of servicemen and coast guard personnel who have died while in service and their death is attributable to military service.

Category 4

Wards of ex-servicemen and ex-coast guard personnel disabled in service and their disability attributable to military or coast guard service.

Category 5

Wards and widows of ex-servicemen and ex-coast guard personnel having received gallantry awards.

Category 6

Wards and widows of ex-servicemen or ex-coast guard personnel who do not fall under the purview of the above five categories. The personnel should have been a PBOR (Personnel below Officer Rank) while in service.

Eligibility

  1. All technical and professional courses like BE, B.Tech, MBBS, BDS, B.Pharma, BBA, BCA, B.Ed, MBA, MCA, LLB and a few others are eligible for this scholarship. Academic courses such as BA, B.Com or B.Sc do not come under the purview of the scheme.
  2. The courses should be duly recognized by the government as well as regulatory authorities like UGC, AICTE or Medical Council of India.
  3. Master degree courses, like MBA, MCA and a few other management programs are eligible for the scheme, but programs like MA, M.Sc and M.Com are not.
  4. Students enrolled for diploma courses in engineering or other similar fields are not eligible.
  5. Students taking admission in courses abroad too are not eligible. The undergraduate course has to be undertaken within India only.
  6. Students under distance learning programs are also not covered.
  7. It is to be noted that the Prime Minister Scholarship Scheme is applicable for one course only. Anyone who has availed it once is not eligible.


Eligibility of integrated courses for PMSS

Quite often students opt for integrated or dual degree courses. These courses may be of two kinds. There may be courses where both components are professional or technical. For example, in courses such as BE+ME, BE+M.Tech and B.Tech+MBA, both components are technical/professional. In such cases, only the first course or component gets the scholarship. In cases where the first component is an academic one and the second one professional or technical, the second or the professional part alone is considered for the scholarship. For dual degree programs such as BA+B.Ed or BA+LLB, the B.Ed or LLB component is only eligible for the scholarship.

MEQ and minimum eligible marks

To obtain a scholarship through PMSS, students need to obtain certain minimum marks in their qualifying exam. MEQ or the Minimum Educational Qualification for undergraduate courses like BE and B.Tech is 10+2 or diploma. Similarly, for MBBS it is 10+2. A candidate should have obtained a minimum of 60% marks in aggregate in MEQ to be eligible for the scholarship. While calculating the minimum marks, all subjects appeared by the candidates are taken in consideration and not just the core subjects like PCM or PCB.

How to apply

To make the process easy and user-friendly, the scholarship is to be applied online by visiting the website of KSB (Kendriya Sainik Board). You need to first register into the site and then fill an online application form. Fill all the necessary data and information as applicable to you. Paper applications or hard copies are not to be submitted. However, before applying, check all the necessary details and make ready the documents that you will have to scan and upload. To help you with the entire online application process, there is a flowchart uploaded into the KSB website. Along with the application, you will have to upload a few documents that will certify your credentials and eligibility for the scholarship. Once you have submitted the application, you can take out a print out and safeguard it for future reference. You need not submit any physical or hard copies anywhere. Everything is to be done online.

Documents to be uploaded

  1. Scanned copy of Ex-Servicemen or Ex-Coast Guard Certificate. The certificate has to be duly signed by the concerned Zila Sainik Board or Coast Guard Headquarter.
  2. Copy of the bonafide certificate of the student duly filled up and signed by the Principal, Vice Principal or other notable administrators of the school or college.
  3. Certificate from the bank stating that student account number is linked with his or her Aadhaar.
  4. A copy of the student's Aadhaar card.
  5. 10th class or matriculation certificate for proof of date of birth.
  6. 10+2, graduation or diploma certificate along with mark sheets as proof of minimum educational qualification .
  7. First page of bank passbook, clearly showing the name and account number of the student.
  8. PPO or other supporting documents as is needed by each category of applicant. For this purpose, category 6 applicants can upload the scanned image of the ESM identity card also.
  9. Passport size photograph of the ESM
  10. In case the ward is born after the retirement of the ESM, then a self-attested affidavit will have to be uploaded.


The list of documents enumerates the documents that are to be scanned and uploaded. It also lists the three annexures that are to filled and submitted. Failure to attach any of the above documents will result in the rejection of candidature. It will do good to go through the checklist before registering with the KSB website.

Last date of submission

The online portal for submission of applications for the Prime Ministers Scholarship Scheme remains open from 15th August till 15th of November every year. A detailed advertisement about the scholarship scheme is published in the month of August in every leading newspaper of the country.

Finalisation of merit list

On finalization of the merit list, the students will come to know about their selection through the KSB website. Results are also intimated to the students by the respective RSBs (Rajya Sainik Board).

Subsequent payments

From second year onwards, the scholarship amount is released only after the student submits a duly filled payment cum renewal form along with his or her semester results of each academic year. The results and the form are to be submitted online by visiting the KSB website. A flowchart helps you with the process. In case the student fails in submitting the necessary documents in due time, the scholarship is stopped and his or her case is closed forever. To avail the scholarship, the student should continue to score at least 50% marks in each of his semesters. Failure to do so will result in loss of further scholarship.

A few more important facts about PMSS

  • At the most two wards of an ex-servicemen or ex-coast guard personnel can apply for this scholarship.
  • A student needs to apply for the scholarship from the first year of his study itself. There are no provisions to apply directly from the second year of the course.
  • One cannot apply for a PMSS for a diploma course.
  • Among postgraduate courses, only MBA and MCA are only eligible.
  • Foreign courses are not eligible for this scheme.
  • The PMSS can be availed only once. In case you have availed it previously, you cannot apply again.
  • Once you have been awarded the scholarship, you cannot change your stream, course or college. Doing so will result in the closure of scholarship.
  • Wards of paramilitary personnel like BSF, CRPF, ITBP, CISF and others are not eligible for this scholarship scheme. Only those who had their parents or husbands in the Army, Navy, Airforce and Coast Guard are only eligible for PMSS.
  • It is important that the student should have his Aadhaar seeded with his or her bank account number.

Acknowledgement of scholarship amount received

Students or their parents on receipt of the scholarship amount are to send an acknowledgement to KSB, intimating the receipt of the scholarship amount by them. This can be done by logging into the website of KSB and entering the date of payment and amount received. In case the students or the parents fail to acknowledge, the scholarship will then be cancelled and the funds paid will be recovered. This is a mandatory audit requirement. The acknowledgement has to be issued after the payment of each instalment.
