Delhi Development Authority March 2019 E-auction of residential, commercial, industrial plots


Looking for a good plot of land in Delhi to set up a restaurant or kiosk? Want to set up a school or residential home on a plot of land in New Delhi? This article gives details of the opportunities to purchase plots of land for residential, commercial or industrial purposes in the e-auction scheduled later this month by the Delhi Development Authority.

Delhi Development Authority, New Delhi brings an opportunity to the general public to own prime properties in the city. Intending bidders are welcome to personally inspect the sites of the plots and then make the online registration along with uploading of mandatory documents with EMD. The e-auction is scheduled to take place on various dates as per the plots available. The e-auction process provides for secure bidding in real time with provision for online payment and Net banking facilities for safe transfer of money.

Types and number of properties

  1. Residential plots on free hold basis (88 Nazul-II and 9 Nazul-I property): 97.

  2. Institutional plots on lease hold basis for professional colleges/general colleges/hospitals/nursing homes, etc: 12.

  3. Industrial plots on free hold basis: 25.

  4. Commercial plots on free hold basis: 11.

  5. One restaurant and one Interpretation Centre/Souvenir shop on license.

  6. Built-up shops on free hold basis: 206.

  7. Kiosks on license: 14.

  8. Built-up office space on free hold basis: 19.

  9. Built-up stall/kiosks on free hold basis: 7.

  10. Vegetable platforms on free hold basis: 22.

  11. Built-up restaurants on free hold basis: 2.




E-Auction schedule

  1. Residential plots (88 Nazul-II and 9 Nazul-I property): 25th March 2019.

  2. Institutional and Industrial plots: 26th March 2019.

  3. Commercial plots, Kiosks, one built-up restaurant + one Interpretation Centre/Souvenir shop: 27th March 2019.

  4. Built-up shops, Built-up office space, Built-up stall/kiosks, Vegetable platforms and Built-up restaurants: 28th March and 29th March 2019.

Online registration process

In order to bid for any of the plots during the e-auction process, you must first register yourself/your firm online through the 'New Registration' link at the official E-Auction website. You can also visit the the official DDA website and access the relevant pages via the 'E-Auction' tab on the home page.

There will be a registration fee of Rs.2000/- with an applicable service tax. This fee has to be paid in online mode only, through Credit/Debit Card or Net Banking. The confirmation of registration will be sent to the email ID which you submit at the time of registration. This registration will be valid for one year.

During the online process, you will need to upload the requisite scanned copies of documents. So keep these ready in PDF and/or JEPG format only. You can upload a single file of the size of 5 MB only but can upload multiple files.

Important notes

Digital signature

A Class-3 Digital Signature Certificate of the intending bidder is mandatory to participate in the DDA E-auction. This can be obtained from a licensed certifying agency in India (refer: http://www.cca.gov.in/cca/). You can contact the Help Desk numbers provided at the end of this article to get the application form for the certificate and enquire about the charges for it.

Auction documents

You can obtain the auction documents on paying the form fee and the auction processing fees. You can also download them via 'Auction Free View' or e-AUCTION OF PROPERTIES link available at the homepage of the portal. Drawings are also part of the auction documents.

EMD

The EMD (Earnest Money Deposit) has to be paid via online mode only. It is best to pay the EMD well in advance (prior to 48 hours of the auction request closing date) when the payment mode is done through NEFT/RTGS. The full amount must be transferred in a single transaction for a particular auction and not with multiple payments. It is important to provide the correct Bank Account Number details in the profile for a refund if any. Otherwise, due to a possible discrepancy in the account number, the refund transaction will not take place and it may take up to a further two weeks to get the refund.

The E-auction process

Ensure that you have compatible OS and Browsers' versions and JAVA settings to be able to participate in the E-auction without any problems. You can check the official website also for scheduled training sessions which will help you to understand how to participate in the e-auction process. There are generally two sessions, one in the morning and one in the afternoon.

  1. Online registration begins: 1st March 2019.

  2. Last date for online registration and submission of mandatory documents with EMD: up to 6 p.m. on 20th March 2019.
