How to apply for Government of Maharashtra Chief Minister's Fellowship program 2019

Devendra Fadnavis' Fellowship Program 2019, through which you get the opportunity to work on Government policies and projects. Youngsters who wish to work in the administrative programs of the Government of Maharashtra can apply for the 2019 Chief Minister Fellowship Program initiated by the Chief Minister of Maharashtra, Shri. Devendra Fadnavis. Those selected will get work experience in the development, monitoring, and evaluation of government policies related to social development. However, it should be noted that this is not a permanent employment opportunity with the Govt. of Maharashtra. It is only for a limited duration with no extension. The work experience you gain, though, holds promise towards a future career either in the public sector or in the private one.

About the CM Fellowship Program

The 2019 Chief Minister Fellowship Program is a full-time program of 11 months' duration. During the program, you are not permitted to take up any assignment or pursue any full-time study program or take up another job. You will also not be allowed to participate in any political movements during the Fellowship's tenure. You will have to adhere to the same office timings as it is for other employees of the authority for whom you will be working. As part of your work, you may be required to put in extra office hours and may also be required to travel. Hence, you will be required to submit a medical fitness certificate at the time of document verification.

Who can apply

You can apply for the 2019 Chief Minister Fellowship Program if you fulfil the following eligibility requirements –
Nationality: You must be a citizen of India. Those who are staying overseas with Indian citizenship are also eligible to apply.

Age criteria: You should be between 21 to 26 years of age as on 31st May 2019. Thus your birth date should be between 1st June 1992 up to 31st May 1998, both dates inclusive. Misplaced the birth certificate? Learn how to apply for a duplicate birth certificate.

Academic Qualification: You should be a Graduate in any discipline with minimum 60% marks. You will have an advantage if having additional educational qualifications, namely a postgraduate degree or a postgraduate diploma.

Work experience: You must have at least one year of work experience. This could include a full-time internship or an Articleship or an Apprenticeship as part of a professional course.

Language skills: It is mandatory to have basic proficiency in the Marathi language. Additionally, you should have reasonable proficiency in English and Hindi.

Computer skills: You must be comfortable working on computers and be able to effectively use the Internet.

How to apply

Register with a valid email ID and mobile phone number at the official application website for 2019 Chief Minister Fellowship Program. Once you receive your login ID and password on SMS and Email, you can log in and proceed to fill in the first part, namely personal details. You will need to upload a scanned photo (size should be less than 2MB) at this point and then upload a scanned image of your signature (size should be less than 2MB).

In the second part, you will be required to fill in the contact details, such as your address, phone numbers, etc.

In the third part you must fill up the information related to academic qualifications, starting with Std. 10, then Std. 12 or Diploma, then Graduation, thus up to the highest qualification (where applicable, convert CGPA into % as per University conversion norms). Note: if the marks are not greater than or equal to 60%, then a message will appear on the screen that you are ineligible to apply.

In the fourth and final part, you have to enter the details of your work experience. This includes the name of the organization, the type of employment and the start and end date of your employment.

Once you have completed the fourth part, you will see all the details which you have entered as a Summary. At this point, you can edit the details in case you find any errors. If all the information is correct, then you must tick the box at the end, wherein you accept the declaration given therein. Once you click on the button 'Save and Proceed', you will not be able to change any of the details in the application.

Payment process

After you have clicked on the 'Save and Proceed' button as stated above, you will be taken to the next screen for payment. The application fee is Rs.500/-, which must be paid latest by 14th June 2019. Once you have successfully paid the fee as per the instructions which appear on the screen, an automated payment receipt will be sent to you at your registered email ID. You can then take a print out of your online application for your reference.

How the selection process is done

Those who fulfill all the eligibility requirements will first appear for an online Test. The scores obtained for this test will determine shortlisted candidates who will be eligible for the second stage of the selection process. This second stage includes submission of essays (refer to details given later in this article) and candidates whose essays are shortlisted will then appear for a personal interview. The result of the interview will determine the selected Fellows.

About the online test

You can appear for the online test of the first stage of the selection process using your own computer/laptop at a location which is suitable for you or at the nearest MSCIT centre in Maharashtra (refer to list of centres at with prior intimation to the centre. You may have to pay Rs.100/- to the center's coordinator for use of their facility.

Mock test

To get familiarized with the test, you need to attempt the mock online test which will be uploaded at the official website from 10th June 2019, 10 am onwards. You are permitted to attempt this mock test as many times as you wish until the final exam. Additionally, a video guide will be available on login from 5th June 2019. Ideally, attempt the mock test from the same computer system which you will use for the final exam. For this, you will also require to download the requisite software in your computer system as the mock test and exam of the first stage will have to be attempted only through this software. A Web Camera is also mandatory, to be put in the 'On' stage throughout the online exam for monitoring the exam and ensure transparency. It is advisable to read the manual of instructions for the final exam which lists the hardware and software requirements (refer to the website given at the end of this article).

Important note: You must give the mock test at least once otherwise you will not be allowed to appear for the final exam.

Format of online final test

The online test is of 60 minutes' duration in English with 100 multiple choice questions of one mark each with no negative marking for incorrect answers. The topics are:
  • General Awareness - 50 questions centered on general knowledge, current affairs, economics, and social issues of Maharashtra and India.
  • Reasoning – 10 questions to analyze your reasoning abilities.
  • English Language – 15 questions which cover basic grammar and formation of sentences
  • Information Technology – 10 questions to test your knowledge and skills of Windows 7, MS Office 2010, and the Internet
  • Quantitative Aptitude – 15 questions related to arithmetic, basic geometry, algebra, and Data Interpretation.

Interview round

Those who are in the top 150 as per the scores of the online test, will need to present one audio-visual essay and submit two written essays, which can be in English, Marathi, or Hindi. The essay topics will be sent to you via email and will also be available at the website. Only those submitting all these three essays will be called for an interview. The top 50 who qualify through this final round will then appear in a list of finalized candidates with a wait list of ten candidates. The date and time of the interviews will be sent to you via email. You will have to pay for travel arrangements yourself when called for the interview.

For the interview, you must bring with you the originals of all mark sheets, experience letters and other credentials as well as one photocopy each of these documents. You must also bring the original copy of the proof of identity.

After selection

You must join the office in the city where you have got the placement within 60 days of receiving the Offer Letter. If you fail to do so, your selection will be cancelled immediately. At the time of joining, you are required to submit a medical fitness certificate. After joining, police verification will also be done on joining the Fellowship program.

On appointment

Once you are accepted as a Fellow, your post will be equivalent to that of a Government service Grade-A Officer. You will stay in the particular District and city where you have got placement but the accommodation will be at your expense. You will receive a stipend of Rs. 40,000/- per month. Additionally, you will receive Rs. 5,000/- to cover the cost of travel and other related expenses. Accidental insurance cover will also be provided. An official ID card will be issued to you for use during the Fellowship program's tenure along with an email ID for correspondence and communication purposes for work-related matters. During the tenure of the Fellowship, you are permitted to take leave of 10 days only.

Fellows successfully completing the Fellowship of 11 months will be awarded a Certificate.

Application schedule

  1. Online application begins: 30th May 2019.
  2. Online application ends: 14th June 2019, 23.59 hrs.
  3. Online Mock Test attempt should be done from 10th June 2019 up to 15th June 2019, 23.59 hrs.
  4. Online Final Test: 16th June 2019 and 17th June 2019, 9 am to 5 pm.
  5. Result of Online Test to shortlist 150 Candidates: 21st June 2019.
  6. Uploading of Essays for Shortlisted Candidates: 21st June 2019 to 25 th June 2019, 23.59 hrs.
  7. Interview dates: 1st July 2019 to 4th July 2019.
  8. Publishing of the List of Selected Candidates and wait-listed candidates: 8th July 2019, 4 pm onward.
  9. Date of Joining for Candidates who accept the Offer Letter: 1st August 2019 to 16th September 2019.
