How to make MLWB Maharashtra Labour Welfare Fund (MLWF) payments online

Looking for the official website of the Maharashtra Labour Welfare Fund to make online payments? The Maharashtra Labour Welfare Board (MLWB) has launched a payment website for payment of the Maharashtra Labour Welfare Fund (MLWF). This is to enable businesses to easily make the requisite payment online through a simple process. The website has been made live from 1st January 2020.

Who is required to make MLWF payments

Under Section 6BB of Maharashtra Labour Welfare Fund Act, 1953

Under Factory Act 1948/Maharashtra Shops and Establishment Act 1948/Motor Transport Workers Act, 1961 small scale industries regulation certificate/contract licences issued by the Central Govt. and by State Govts., where five or more than five workers are working, are liable to pay contributions to MLWF. All shops, establishments, institutions, and factories are covered under this Act. It is therefore mandatory for the management of all to pay the employer's and employees' contributions before 15th July for the period of June and before 15th January for the period of December.

Under Section 3 of Maharashtra Labour Welfare Fund Act, 1953

(i) All fines realized from the employees.
(ii) All unpaid accumulations, namely, salary, wages, bonus, and gratuity, due to the employees but not paid to them during the period of three years from the date on which they became due, and should be paid by all employers and managements under Maharashtra Labour Welfare Fund Act, 1953 with all the relevant details for the quarter ending (which is March, June, September, and December).

How to enrol and make the MLWF payments online

The first step is to enrol as an employer at the employer log in page of MLWB official website , creating an Employer User ID and password through 'New Employer Registration' and enter the PAN. Fill in all the details in the Employer's registration form, to be validated through OTP (One Time Password) which you will receive on your mobile phone).

Next, you have to log in using that user ID and password and enrol your establishment by using the establishment PAN (Permanent Account Number)/TAN (Tax Deduction and Collection Account Number)/TIN (Tax Payer Identification Number). You can register more than one establishment if you have multiple ones. Generate the Establishment User ID and password and log in with this ID and password. Ensure that you upload clear scanned documents. Then you have to enter Labour details, such as the name, mobile contact number, etc. For a large number of employees, you can upload an Excel sheet with the relevant details.

The next step is to generate the Challan (ECR) and pay the Welfare Fund through the online mode only. On successful payment, an acknowledgement will be generated by the system.

Important note: The establishment which is already enrolled and paying MLWF should provide their old establishment code along with the payment of MLWF Receipt No. and Receipt Date and acquire a new establishment code. Then only it is possible to pay the MLWF as stated above.
