How to submit proposals for India-Portugal Joint SR & TD Projects


Department of Science and Technology, Government of India and the Foundation for Science and Technology (FCT) of the Ministry of Science, Technology and Higher Education of the Portuguese Republic are inviting proposals from eligible candidates for India-Portugal Joint Scientific Research(SR) & Technology Development(TD) Projects. About the programme

Department of Science and Technology(DST) signed a Memorandum of Understanding with the Foundation for Science and Technology (FCT) of the Ministry of Science, Technology and Higher Education of the Portuguese Republic in 2019. They started scientific research and technological development programme in collaboration to support research and innovation activities financially. The programme benefits scientists from both the countries i.e. India and Portugal. The objective of this joint programme is to the advancement of technological and innovative participation among Indian and Portuguese scientists. It will also reinforce the association between research groups from each country by building bilateral research networks, research collaboration and knowledge sharing. The candidates are invited to submit a joint research proposal to get the research grant according to procedure and regulations of funding. Indians will receive a grant from DST and Portuguese applicants will get a grant from FCT.

Project areas

Under this programme, proposals with an original and genuine concept which support scientific research and technological development (SR&TD) Projects must be submitted. They must describe the research question and output of the research should be the one-step progress in knowledge and scientific research. The programme will be organised concerning international standards. The candidates can submit a proposal in the following research areas:
Important note:
  • All S&T projects against COVID-19/ Pandemic will be considered, which falls under the above-given subjects.
  • Project proposals submitted in other relevant areas will also be accepted only after the mutual consent between the coordinating agencies.

Funding and Payment

From the Portuguese side, total funding under this programme is EUR 1.000.000 and funding from Indian side will be in Indian Rupees for matching activities. Funding will be granted annually based on the project report submitted by the scientist.

Eligibility criteria

  1. For the position of Principal Investigator (PI), scientists or faculty members from recognized universities, academic institutes, and national level research & development laboratories/ institutes who bare working in regular positions are eligible to apply.
  2. Involvement of one CO-PI is a must in the Indian team from the proposed project. Please note that more than one Co-PI can be a part as per the rationale of project objectives and desired expertise.
  3. From the Indian side, Project Investigator (PI) should not be retiring during the proposed duration of the project.
  4. To be eligible for the programme, the Indian scientists must not be involved in any capacity in implementing two or more ongoing projects supported by the international division of DST.
  5. From Portugal side, there must be included PI and CO-PI from Portugal research institutes/ universities as research partners.
  6. The proposal must have clearly defined objectives to be carried out by both research parties.
  7. The research proposal must be concise and focused on the interest of both countries India as well as Portugal.

Proposals submission

The candidates must read the detailed official notification released by DST. Eligible and interested candidates may submit their research proposals on the website of DST. The candidates must also submit a copy to the email ID: sharma.jyoti@nic.in on or before the last date. The Portuguese applicants must submit applications through FCT's electronic form in a single PDF file on the Science and Technology Portal.

Beginning of application submission: May 01, 2020
Last date: July 31, 2020, 17:00 (Lisbon time).
The declaration of commitment: August 15, 2020, 17:00 (Lisbon time).
