NBE Foreign Medical Graduate Examination for Medical Council of India registrations

Scheduled for December 2020, this exam is mandatory for those with a foreign medical qualification and wish to have MCI registration in India. Details of the qualifications required to be eligible to appear for FMGE, the exam paper format, exam fee and application process have been provided.

National Board of Examinations (NBE) has issued the notification for the Foreign Medical Graduate Examination (FMGE)/Screening Test scheduled for December 2020 at 46 Test centres across India. This test is mandatory for any Indian citizen/Overseas Citizen of India (OCI) who has acquired a primary medical qualification from a medical institution outside India and is keen to get provisional or permanent registration with the Medical Council of India (MCI) or any State Medical Council on or after 15th March 2002. NBE only conducts the screening test and does not have the responsibility of providing the registration, which is what the MCI/State Medical Council will do as per the results given to them by NBE. It should be noted that the final provisional or permanent registration is based on fulfilling the criteria as per the Indian Medical Council Act and not based merely on appearing for the FMGE.

FMGE eligibility requirements

Other than the mandatory requirement to be a citizen of India or an Overseas Citizen of India (OCI), in order to appear for the FMGE, you must fulfill the following qualifying criteria -
Firstly, you must have qualified the final exam for your primary medical qualification (M.B.B.S. or any equivalent degree) on or before 30th November 2020. You will be required to submit the relevant documentary proof of passing this exam while applying for the FMGE.

Secondly, the foreign medical degree(s) awarded to you must be attested either by the Embassy of India or should be Apostilled by the appropriate authority of the country where you acquired it. An Apostilled document simply means that the document is certified for use in another country.



In case you are holding an undergraduate medical qualification from Australia, Canada, New Zealand, United Kingdom or the United States of America and have been awarded a Post Graduate medical qualification in any of these countries, as well as been recognized for enrolment as a medical practitioner in that country, then you do not need to appear for the screening test. In the case of acquiring a primary medical qualification from Pakistan, you will need to get security clearance from the Ministry of Home Affairs (MHA), Govt of India and the result of the FMGE will be declared only on receipt of the MHA security clearance.

It is important to note that if any kind of ineligibility is discovered at any point, the candidature for MCI registration will be cancelled even if the result has been declared and/or the FMGE Pass Certificate has been issued.

Application procedure for FMGE

Before starting the online application procedure, you must go through the information bulletin that is available at the official website.

The application form for FMGE Dec 2020 has to be filled up online at the official NBE website latest by 28th October 2020. The first step is to register to get a user ID and password that will be sent to you via SMS and to your email. Then fill up the application, uploading the required documents, select your test center, and then pay the fee. On successful completion of the application process, for future reference you should take a print out of the filled-up application form, which will have a transaction ID printed on it.

The documents required to be uploaded are-
  1. A recent passport size photograph (maximum size of 80Kb in jpg or jpeg format).

  2. Scanned signature (maximum size of 80Kb size, in jpg or jpeg format).

  3. Left thumb impression (maximum size of 80Kb size, in jpg or jpeg format).

  4. M.B.B.S. Degree/Provisional Pass Certificate (this should be in English only and maximum size of 400Kb in PDF format).

  5. Eligibility Certificate issued by the Medical Council of India, if applicable (maximum size of 400 Kb size in PDF format).

  6. Valid Passport issued by the Govt. of India (front page and last page of the passport) as proof of citizenship (maximum size of 400 Kb in PDF format). You can also upload one of these as proof of citizenship- OCI Card + Valid Passport of country of citizenship (front page and last page of the passport) or any one of the Govt. of India-issued photo ID, such as the Aadhar Card, PAN Card, Voter ID, or Driving License (but this is only if the earlier-mentioned two documents are not applicable).




FMGE exam fee payment

The exam fee for all candidates is Rs 6490/- (this includes GST). This fee has to be paid online via Net Banking or Card payment. Only after successful payment of the fee will you get registered for the screening test and the test city will be confirmed as well. On completing the payment, you can download the application PDF post-payment as it may be required for future communication.

FMGE Test format

The FMGE screening test is a computer-based test with a single question paper of two parts with 300 MCQs (multiple choice questions) in English only and must be taken in a single day. There is no negative marking for incorrect answers.

Scores: You need to have a minimum of 150 marks out of 300 in the exam to pass the exam. There are no provisions for making requests for re-evaluation or re-totaling.

Demo Test: You can practice with a demo test from 24th November 2020 onwards at the official NBE website.

Requirements at the Test Centre

In the light of the current pandemic scenario, NBE will conduct the Social Distanced-Computer Based Test (SD-CBT) at the test center in a safe manner. Accordingly, to maintain social distancing and prevent crowding, staggered time slots will be assigned to the candidates as given on their Admit Card. Ensure that you are punctual as per the time slot assigned to you, as the reporting counter will close 30 minutes before the test starts and it takes time to go through the mandatory security check, verification of your ID, etc.

The following documents are mandatory to be taken to the test centre -
  1. A printed copy of the Barcoded/QR Coded Admit card with your photo pasted on it.

  2. Any one of these Govt-issued photo IDs (ensure that you are having the original and that it is valid and not expired) - PAN card or driving license or Voter ID or Passport or Aadhaar Card (with photo on it). Note that an e-Aadhaar Card is permitted, but this should be a good quality colour one with no marks or stains on it and must be with a clearly visible photo that matches you to indicate that you are the candidate appearing for the test.

Note that you must read the information bulletin to know what is allowed and not allowed inside the test center.



Important dates of FMGE schedule

Closing time and date of online application is 11 a.m. of 28th October 2020.
Editing options will be open from 31st October to 2nd November 2020.
Editing option to rectify deficient or incorrect images or the photo, signature, and thumb impression will be open from 17th November to 19th November 2020.
Admit Card for FMGE will be issued on 27th November 2020.
Date of FMGE: 4th December 2020.
FMGE result will be announced by 20th December 2020.
