The same applies to a job applications that are sent via email with a CV attachments.
When we start reading a book, generally, we will read the preface and based on the impressions we get, we will go forward in reading the book. Similarly, the covering letter that we are attaching to our job application will introduce us to the employer. After reading the letter they will get some impression on the candidate. That should be a positive impression only if the application has to move forward. This is true in many private organisations.
The covering letter should be as brief as possible and at the same time, it should pass on the required information to the person who is shortlisting the candidates. The covering note should mention your qualification and your experience and any other special points. Once they find this interesting they will go for details into the CV. The format given by the author is good and can be followed.
