Kendriya Vidyalaya Balvatika Admissions – Age Eligibility Criteria, Application Process

Overview

A Balvatika is a pre-school educational institute. The Kendriya Vidyalaya (KV) Balvatikas were started last year under the NEP-2020 to provide play-based learning without putting academic pressure on young children. Initially introduced last year in 50 select KVs, now there are more than 400 select KVs with Balvatikas. There are no school uniforms, and there will be shift timings as set by the individual KVs, as well as breaks and vacations as per the KV schedule. In addition to early language and basic numeracy, the focus of the learning process will be the development of cognitive, motor, and communication skills. Cultural, artistic, and general play activities will create an informal learning environment.

The Kendriya Vidyalaya Sangathan (KVS) Headquarters, New Delhi has specific guidelines for the admission process at the Balvatikas. The admission process is currently not online and is done in offline mode only. Admission will be given as per priority category and reservation norms for SC, ST and OBC (NCL) as per the KV Guidelines, with age criteria for Balvatika-I, Balvatika-II, and Balvatika-III.



Admission as per Priority

There are two main categories for priority followed in granting admissions to Kendriya Vidyalayas, including for Balvatika admissions; one is the KVs under the Civil/Defence sector, and the other is the KVs under the sector of PSUs/Institutes of Higher Learning.

In the case of KVs under the Civil/Defence Sector-
The first priority for admission will be given to the children of Central Govt. employees and children of Ex-Servicemen, and then to those of employees of autonomous bodies/PSUs/Institutes of Higher Learning of the Govt. of India. The third priority will be to children of State Govt. employees, and the fourth to those of autonomous bodies/PSUs/Institutes of Higher Learning of the State Govts. The final priority will then be given to children who are not in the aforementioned categories. Note that both transferable and bon-transferable employees will be considered in the priorities for admission.

In the case of KVs under the PSUs/Institutes of Higher Learning-
The first priority for admission will be given to children of serving employees, grandchildren of serving employees and children and grandchildren of retired employees, in that order. The second priority will be given to children of transferable and non-transferable Central Govt. employees, and of Ex-Servicemen, as well as children of foreign national officials who come on deputation or transfer to India on invitation by the Govt. of India. The other priorities are as mentioned above for the civil/defence sector. It should be noted that children of foreign nationals will be considered only in case there are no children of Indian Nationals who have been waitlisted for admission.



Important to Know: Preference in admission will be based on the number of transfers of the parents in the last 7 years. An employee is considered as transferred only if transferred by the competent authority from one place to another that is at a distance of at least 20 kms. and the minimum period of stay at a place should be 6 months.

Age Criterion for KV Balvatika Admissions

The minimum age for admission to Balvatika-1 is 3 years, but less than 4 years.
The minimum age for admission to Balvatika-2 is 4 years, but less than 5 years.
The minimum age for admission to Balvatika-3 is 5 years, but less than 6 years.

The age criterion is reckoned as on 31st March of the current academic year. As per the KV admission guidelines, the maximum age limit may be relaxed by two years by the KV School Principal for Children with Special Needs (CwSN).

Balvatika Admission Schedule

The notification for admission is generally released in the second half of March, at least by 31st March. The offline registration begins on the 1st of April and is kept open for about 15 days.

A provisional list of eligible children shortlisted for admission and who are waitlisted is released within about 4-5 days of the closing date of registration, and subsequent provisional lists are also released in case of vacant seats. These lists are put up in this order- first, RTE, next from the service priority category, and third is the shortfall of reservation quota after admission in the previous two. In case there is an insufficient number of applications in offline mode, then there is an extended date for the second notification for offline registrations for admission to be made under RTE Provisions, SC,ST and OBC (NCL).

The date of the final list and admissions is then released and parents have to complete the admission process for Balvatika classes at the KV where admission has been granted.

All the lists of registered and eligible children, those who are provisionally selected, the waiting lists, and all further lists are displayed on the website of the respective Kendriya Vidyalayas.

Admission Procedure

Once the admission notification is released in local newspapers and on the official websites of the respective KVs, the registration form will be available on the school's website/at the KV's office. On the home page of the KV where you wish to get admission for your ward, look under the 'Notice Board' or 'Announcements' section. These will have the link to the admission announcement to the Balvatika (if that KV is part of the Balvatika program) and you can then check the admission guidelines, instructions, etc.

The completed registration form should be submitted at the school office during the specified office timings (generally from 10 a.m. to 12 noon) along with the required documents. The documents required are-
  1. Proof of Age: The child's date of birth certificate issued by the competent authority.

  2. Proof of Residence: Residential address proof of the parents.

  3. Proof of Identity: ID proof of the parents.

  4. Proof of Service: The service certificate of the father/mother, which should be duly issued from the Head of the office (in the case of Govt. Servants), showing some transfers of Govt. servants.

  5. Caste certificate (EWS/OBC(NCL)/SC/ST) as applicable.

  6. Other documents: Blood report certificate of the child, and self-declaration for distance between school and residence. Parents should check with the KV for any other documents required.

Alert: Parents should not rush to the school for admission. They should contact the KV's Principal/Admission In-charge, only when called, at the time given to them.

The offline registration for Balvatika-I, Balvatika-II, and Balvatika-III in selected KVs started on 1st April 2024 and the last date for the offline registration is 15th April 2024, up to 5 p.m.

Provisional Lists-
The first Provisional List will be displayed on the KV website/KV notice board on 19th April 2024.
The second Provisional List, in case of vacant seats, will be released on 29th April 2024.
The third Provisional List, in case of vacant seats, will be released on 29th April 2024.

In case of an extension for a second notification for admission to be made under RTE Provisions, SC,ST and OBC (NCL), the notification will be released on 7th May 2024. Registration forms will then be available from 8th May 2024 to 15th May 2024, and the list of eligible children and admission processes will be scheduled from 22nd May to 27th May 2024.

The last date of 2024 admissions to KV Balvatika Classes is 29th June 2024.

[In case any of the dates mentioned above falls on a public holiday, the next working day will be considered as the opening/closing date.]
