Civil Engineering is one of the core subjects in Engineering degrees and many universities in India as well as in foreign countries offer undergraduate, postgraduate, and doctorate courses in their universities. There are many specializations in this course and the best university may differ from specialisation to specialisation. There are some common subjects like design, soil mechanics, etc. In addition to that some universities may offer special subjects like Physical Hydrology, Environmental Engineering, Transportation Materials, etc. So I specifically advise the students to take a call after deciding on the subject he/ she wanted to study about the university to which he/ she wants to get admitted. Joining a good institute will be helpful to the students in achieving good results, I feel.
