Taking tuition classes at home officially doesn't require any permission from the government or any other official agency.

If you are staying in your own independent house and planning to start a tuition class in your house, you need not get permission from anybody. However, you should plan the space for the same in such a way that no other person will get disturbed.

If you are staying in an apartment owned by you, you have to inform the society and they should allow the same. In some apartment complexes, some people never like too many people gathering together.

If you are staying in a rented independent house, the owner should be informed. Many owners never allow their tenants to take tuition. I used to take tuition in my house and at that time I was staying in a rented house. My owner felt it was a disturbance. Then I searched for another house where the owner agreed to allow me to give tuition. I used to teach the daughter of that house owner also free of cost.

Even in a commercial place, you don't require any permission from any agency to start a tuition class, but if you want to set up a full-time college or school then you require registration and permissions from UGC or the education board concerned.
