Both options are good options only. But the best will be different from candidate to candidate. The institute in which you are joining for your education makes a lot of difference. I feel.

1. Studying B.Tech in India is good if the institute is a standard institution with good faculty and good infrastructure and also campus placement chances of the institute are good. Studying BE/ BTech in IIT or NIT or BITs or IIIT etc is a very good option.

2. If you get a seat in a world-class institute in a foreign country and if you are able to spend the money required, it is better to go there instead of joining a normal institute in India.

3. Doing B Tech in a standard institute which is having recognition and helps the students in placement is better irrespective of the place at which it is situated.

I suggest the individual to take a decision based on the above facts.

It depends on the financial condition of the student's family. Studying abroad is an expensive option if you haven't got any scholarship support. If you are getting admission to IITs it will always be cheaper than any foreign degree plus you have the chance to get a job abroad after completion. Hence, you can opt for anyone based on the amount you can invest in your studies.

Many students think any degree abroad is good, which is not the case. You have to get admission to a good college or you won't get a return on your investment. Many people have landed in debt after pursuing studies at an expensive college abroad. Hence, take a decision carefully because it is about your future.
