Ragging as such is not allowed in China. They very strictly enact laws. When it is not allowed there one cannot dare to challenge the law and engage in ragging activities. They will be punished strictly and rigidly.

It is this fear added to the lack of ease in student agitations(unlike in India and certain other countries) that makes it possible to implement no-ragging regulations in Chinese universities.

Hence though theoretically, there is no hundred percent promise, it is practically ragging-free in Chinese universities at least as known in its damaging and harmful version.

it is ironic to note that Indian students themselves indulge in ragging. In 2016 there was a report of Indian students turning into two groups and clashing. Three students were subsequently dismissed and deported to India. In that article, (https://inchincloser.com/indian-students-struggle-in-china/) it was mentioned inter-alia that Indian students face different problems like language, food, etc. they also face "being ragged by senior Indian students. While ragging is a criminal offence, none are reported to the Indian Embassy or Consulates in China for fear of repercussions." Times of India, Hindustan Times, etc. also reported the incident.

The Indian embassy brought out an advisory after this and it stated "Ragging is a criminal offence. Any such incident that is brought to the attention of the embassy or consulates will be reported to appropriate authorities in India." It also asked students to "respect the laws and customs of China and (not to) engage in any activities that may be acceptable in India but are not customary in China".(Hindustan Times Apr 28, 2016, net edition)

My university had this regimen of giving out Anti-Ragging Affidavits to students before each semester fee was supposed to be paid. This certificate needed the signature of both the parents as well as the student, stating that if the student was found to partake in any activities related to ragging, the university has every right to suspend them and even expel them from the university.

There is a similar scenario in Chinese universities, according to my cousin who is currently completing his final year of MBBS in China, from Xinjiang Medical University. He also said that they receive proper counselling sessions and talks at the beginning of every semester regarding ragging and other activities that are considered illicit at the university. The university also has a team of professors working as a proctorial department to oversee such events.
