In my opinion one should go on the DASA scheme page to get details of colleges.
DASA is a scheme launched by the Ministry of Education, Government of India, to facilitate admissions to NRI/PIO/foreign national students in engineering colleges in India. The scheme is administered by the National Institute of Technology Karnataka, Surathkal.
Under the DASA scheme, eligible students can apply to a participating college and be considered for admission based on their SAT Subject Test scores, rather than taking an entrance exam in India. The scheme provides a quota of seats for international students in each of the participating colleges.

There are many colleges in India offering B.Tech courses to NRIs. These colleges will have some special seats reserved for NRIs.
In many colleges, NRIs can write the entrance test and get admission like any other Indian student. In addition to that, there are special provisions for NRIs for direct entry without writing the entrance test. The fees for NRIs may be higher, I feel.
The best college will also be different for different subjects. So the candidate should also mention the subject to be studied to suggest the best colleges.
In my opinion, the following are the best colleges for NRIs. I suggest these colleges based on the information I gathered from various sources. The list is not exhaustive.
