Yes. I know many people who unsuccessfully attempted Civil service examinations but many such people got selected for State Administrative services like Group I and Group 2. When I was doing my PhD, one of my friends prepared for civil service examinations very seriously but could not qualify. Almost at the same time, the then APPSC announced Group I state administrative service posts and he applied and got selected for Group I post.

A person who is seriously attempting civil service examinations will get equipped with subject knowledge. They will get disciplined. This will definitely help them in other competitive examinations.

State administrative post selection will be carried out based on the candidate's performance in the preliminary exam, final exam and then interview. The position includes various senior posts in state administrative posts like Deputy Colletor, RDO, etc. The syllabus will be similar to Civil service examinations but the standard of examination will be less than that of IAS examinations.

IAS preparation generally includes mock test writing which will give the candidate a good understanding of facing examinations and that experience will be useful to the candidate to face state-level exams.

Yes, Preparation for IAS will surely be useful in any State administrative exam. The core areas in the exam conducted by UPSC are based on general knowledge of diverse subjects. The syllabus is almost similar to any other administrative service. Though the UPSC has a very vast syllabus as compared to any other examination but if one has done a very good preparation for it, he or she sure will qualify for the state-level examination added with if he/she also studies state-specific parts of the syllabus (like current affairs based on state, history, geography and polity of state).
It is a like a Vein diagram having all the common aspects of the syllabus gets completed by students while preparing for IAS, For example- Polity, Economy, geography, History and Current affairs.

Also, if a student has done serious preparation for UPSC, his/her writing practice for essay writing, Csat-based Mocks too will be very much improved and will work in his/her favour in State administrative Exams. In fact, this preparation kind of provides the upper hand to the candidate over any other student who has not studied the subject in depth.

Definitely, preparation for IAS would help in qualifying for the State Administrative Service exams because the syllabus and pattern are almost the same. The IAS exam is tough and more competitive whereas the PCS exam is a little bit easy. When I was doing my post-graduation, one of my batch mates went to Delhi and joined IAS coaching center. He worked hard for two years but finally could not make it. Then he started to give state-level exams like RPSC, BPSC, and UPPSC. He got selected for BPSC and RPSC with good ranks. He joined as deputy collector in Rajasthan. He was a resident of Rajasthan. If you study well with dedication and hard work then definitely you can qualify for any state administrative service exam.
