Children learn discipline and manners basically in their house only and it solely depends on the parents how they nurture the young kids. After that they learn many things in school also and when they grow up they also start learning a great deal from the society around them.
If parents are not inculcating good manners and discipline in their children then they should not expect in future that children will be cordial and respectful in their behaviour. So, it is our own fault and our own deficiencies that are boomeranging back on us.
There is no one else than the parents in this world who can make the children disciplined.

School and colleges are mainly meant for discipline and character building. Both the things can be bend only in the tender age. For that purpose only schools are very strict in uniform, attending school with punctuality. Once the students got trained in discipline and good characters in his or her tender age, the entire life will be tracked on a good track.

That is very true. A well-made curry is not tasteful if salt is not added and without salt, the whole dish will be a waste. Same the case here also. Your education is wasted if you have no discipline and manners. Our children will learn from us. So it is our duty to maintain discipline and manners. The next is to keep a watch on the children and try to correct them as and when required properly and see that they will be on the correct path. That will ensure a proper brought of the children. Such children will have good manners and discipline.
But if parents ask about only marks and ranks, the children will also somehow manage to get some good marks and never worry about other issues. An all-around growth is required and that will be achieved only when the children are properly brought up and educate them about the importance of ethics, values, discipline and manners and see that they will be coming up in a proper way.

Without discipline, we cannot be successful whatever we do. Hence it is always emphasised that we must encourage discipline at the starting age of the child so that patience, motivation in learning gradually becomes the part of their lives. The parents should talk at length how best they can pick up their lessons from their teachers and parents following the status of discipline.
We can see the difference of attitudes of the different families due to their family values and the families insisting upon good values are more prosperous and achievers ultimately.

I want to add that though parents are primarily responsible for the discipline and manners of the children today our environment has also changed a lot more than what it used to be in earlier times. For example, in many houses, we observe that parents are busy with social media and child is busy watching some fun videos and games and things like that. Family members have no time to interact with each other or monitor the activities of another person. Everyone is happy and contented with a mobile in hand with unlimited data. This paradigm shift in our living and environment is also to be blamed for the present unfortunate situation.

As Umesh sir has already mentioned in his response @#769651, spending quality time with the children is always very important which is missing in many families. Many parents do think since their children are going to good schools teachers will teach them everything. It has to be kept in mind that children spend more time at home than at school and learn a lot from what they see at home.
Basically, children pick up everything that they see, whether it's inside or outside their homes and they need to be monitored until they attain maturity. I feel playing outdoor games has a role here that helps them to mingle with others and correct their mistakes. Most of the children remain busy with extracurricular activities like learning something or other. I am not discouraging this in any way but they must have enough time to play outside. That somehow helps to build character. Less space to play outside, remaining busy online most of the time and less monitoring by the elders are making children prone to various behavioural disorders.

I think the crux of the thread is the question as to what use is of education if one is undisciplined and ill-mannered. Discipline and manners are no doubt expected to be part of education in that how values are nurtured among the kids as they grow up. One may be having many degrees to his credit and he may be a topper in academics but what finally counts is whether he is disciplined and well-mannered. Discipline is very essential to keep one's life on track and to be balanced in life and good manners are equally important because it is how you behave and interact with people that would showcase your character.
So, to be called really educated, it is not only sufficient for one to excel academically but also to be able to live as a good social human being. Parents, teachers, neighbors and other elders and friends do play a role in inculcating values in a person but how one accepts and practices the same is very important. Though there are many deciding factors, I feel that basic individual traits play a vital role and it is realizing, understanding and correcting such traits that should be made part of the education system, whether at home or school.

It's not nowadays but we're always there in students. One cannot expect 100% discipline and manners from children, it comes to them with time and as they progress in their life. Also, the bringing up of our child nowadays is different from decades ago. Most of us live away from family and home where the elders are not available to provide a basic guide to our children. So, this is also an important part of our life.
The main reason I find is nowadays uses of electronic devices like mobiles phones are easily available to kids. They play and watch all action games which attract them and this too affects their overall mindset. Today's kids have no patience and this is a fact, also instead of understanding their problem, we criticize them more which does not go well with them and this affects their behaviour towards us.
So, for me, it is not a very serious issue because as kids grow they will change and when they will get their responsibilities, they will surely do well in their life.
